El DOGC notifica 48 sancions molt greus a transportistes per carretera

The Department of Territory, Housing and Ecological Transition of the Generalitat has published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9772, of October 14, 2026, the notification of 48 resolutions of very serious sanctions issued in sanctioning proceedings regarding road transport. The publication, identified with the reference CVE-DOGC-A-26279006-2026, replaces individual notification because, although attempted, it could not be carried out. The notified resolutions total a global amount of 121,046 euros and affect companies and freelancers in the land transport sector.

The announcement is issued under article 44 of Law 39/2015, of October 1, on the common administrative procedure of public administrations, which enables notification by appearance through official publication when personal notification is not possible. The document was signed in Barcelona on October 5, 2026, by Laura Pereira Miralles, head of the Inspection and Sanctioning Regime Service with acting functions.

A notification by appearance

The annex of the announcement lists the affected persons and companies with the case number, the NIF, the vehicle registration number, the date of the events, the date of the resolution, and the amount of the sanction. The resolutions do not exhaust the administrative route.

The cases are distributed among several jurisdictions, identified with the prefixes B/, GI/, T/, L/, 43- and TRA011SANC_. Several offenders have accumulated more than one resolution: B67566919, with vehicle 7404-GBH, has three cases (B/02068/2025, B/02069/2025 and B/02070/2025), and B67933309, with vehicle 5793-LNB, has three more (B/02946/2025, B/04009/2025 and B/04010/2025).

48 cases and 121,046 euros

The sanction amounts are distributed as follows:

  • 11 cases with a sanction of 1,001 euros.
  • 19 cases with a sanction of 2,001 euros.
  • 16 cases with a sanction of 4,001 euros.
  • 2 cases with a sanction of 4,000 euros.

The sanctioned events date between September 9, 2023, and September 19, 2025, while the resolutions were issued between October 28, 2024, and July 31, 2026. Among the most recent cases are L/02555/2026 (4,001 euros) and L/03184/2026 (2,001 euros).

Deadlines, payment and appeals

  • Hierarchical appeal before the Secretary of Infrastructure and Mobility, within a period of one month counting from the day after the publication of the announcement in the BOE.
  • Deadline to resolve the appeal: three months, with negative administrative silence, in accordance with article 122.2 of Law 39/2015.
  • Payment of the amount within the deadlines of the applicable regulations, counted from the day after the resolutions become final, by means of a payment letter at any CaixaBank office.
  • In case of non-payment, collection via the enforcement procedure according to Royal Decree 939/2005, of July 29.

Where to consult the documentation

  • Private Area of the electronic headquarters of the Generalitat.
  • Electronic headquarters of MITMA, in the land transport sector inspection section.

Publication in the DOGC is the sole means of notification for those affected, so the deadline to appeal begins to count from the day after its publication. For companies and freelancers in the sector, ignoring this announcement results in the sanction becoming final and the opening of the executive collection process.
