El Cuervo opens two months of public allegations for the Preliminary Draft of its urban planning

The City Council of El Cuervo de Sevilla has opened a two-month public information period regarding the Advance of the Basic Municipal Planning Plan (PBOM) and its Initial Strategic Document, approved for processing purposes by the Plenary in the ordinary session of September 17, 2026. The announcement is published in the Official Gazette of the Province of Seville, number 196, corresponding to Thursday, October 8, 2026, with the official reference BOP-SE-2026-196009. During this period, any natural or legal person may submit any allegations, suggestions, or claims they deem appropriate.
The plenary agreement states that the Plenary “took note of and approved for processing purposes” the Advance document and the Initial Strategic Document presented by the drafting team, and specifies that this approval “does not imply initial or final approval of the urban planning instrument nor determines the applicable urban planning.” It is, therefore, a procedural act within the general planning development process, and not the urban regulation currently in force.
A general planning instrument within the framework of LISTA
The Basic Municipal Planning Plan is one of the general urban planning figures created by Law 7/2021, of December 1, for the Promotion of Territorial Sustainability of Andalusia (LISTA), a regulation that renewed the previous general planning scheme and grants municipalities the competence to process and approve their planning instruments. The Initial Strategic Document accompanies the Advance and is the document required to request the start of the strategic environmental assessment of the instrument.
The announcement, signed by Mayor José Manuel Oliva Arellano with a digital signature date of September 28, 2026, details the conditions of the process:
- The period is two months, counted from the day following the publication of the announcement on the electronic office or municipal website and, where applicable, in the Official Gazette of the Province of Seville.
- Once the consultation period has elapsed, a response report will be issued regarding the allegations and observations raised.
- The administrative file and corresponding documentation may be examined during this period through the municipal Transparency Portal.
- Any natural or legal person may submit allegations, suggestions, or claims.
A plenary session with several urban planning files
The PBOM Advance was not the only urban planning or regulatory matter approved in the same ordinary session of September 17, 2026. In the following weeks, the Official Gazette of the Province of Seville published other agreements from that same plenary:
- The initial approval of the Education, Outreach, and Training Plan on Urban Forestry and Green Zones (PLANÁRBOL), with thirty days of public information (BOP-SE-2026-186009).
- The initial approval of the Urban Forestry Management Plan of El Cuervo de Sevilla, also with thirty days of public exhibition (BOP-SE-2026-186010).
- The initial approval of the Regulations for Honors and Distinctions of the Local Association of Civil Protection Volunteers of the municipality (BOP-SE-2026-186011).
- The initial approval of the Justifying Report for the resumption of the urban execution of the “Ampliación PPT-1” sector through the cooperation action system, subject to twenty business days of public information (BOP-SE-2026-189012).
- The correction of a material error in article 5.3 of the Municipal Ordinance for the Protection of Animal Rights and Welfare (BOP-SE-2026-189014).
What is now being submitted for consultation
The open procedure affects two distinct pieces. The PBOM Advance is the diagnostic and proposal document that anticipates the city model and the major land classification decisions; the Strategic Initial Document defines the environmental objectives and criteria with which the plan will be evaluated. Neither replaces the current planning nor produces effects on licenses or uses until the initial and final approval phases are completed.
The PBOM Advance establishes the master lines of the future urban model of El Cuervo de Sevilla and conditions the land classification and qualification decisions adopted in subsequent phases. By opening for public consultation, residents, owners, and collectives of the municipality have a two-month window to influence the document before the version to be submitted for initial approval is drafted.
