The Ceuta cleaning agreement raises salaries until 2029

The Official Gazette of the Autonomous City of Ceuta (BOCCE) published this Tuesday, August 11, in its issue 6,642, the Local Collective Agreement for the Building and Commercial Premises Cleaning Sector of Ceuta, which sets salary increases for the four-year period 2026-2029. The text, signed on July 31, 2026, between the employers’ association and the trade unions, raises the daily base salary from €30.99 in the 2026 table to €34.60 in 2029, with no increase agreed for 2025.

The publication is made through resolution number 577, issued by the Labor and Immigration Area of the Government Delegation in Ceuta (file 51/01/0009/2026), in accordance with Article 90, paragraphs 2 and 3, of Royal Legislative Decree 2/2015, approving the consolidated text of the Workers’ Statute Law, and with Article 2 of Royal Decree 713/2010, on registration and deposit of collective agreements. The agreement, signed on one side by the Confederation of Employers of Ceuta and ASPEL and on the other by UGT and CCOO, has a term of five years: from January 1, 2025, to December 31, 2029, and is mandatory for all cleaning companies of buildings and premises located in Ceuta.

Salary tables 2026-2029

The remunerations are set in Annexes I to IV of the agreement, one for each fiscal year (2026, 2027, 2028 and 2029), and consist of the base salary, plus the salary supplements and extraordinary bonuses included therein. The parties expressly agree that no remuneration increase is agreed for the year 2025.

  • Daily base salary: €30.99 (2026), €32.15 (2027), €33.35 (2028) and €34.60 (2029), an accumulated increase of nearly 11.6%.
  • Monthly transport allowance: €70.87, €73.53, €76.28 and €79.14 in the same years.
  • Attendance allowance: from €8.03 (2026) to €8.96 (2029).
  • Worker in training (SMI): from €30.39 to €33.94 per day.

The minimum hourly cost to be passed on for a cleaning operator rises from €13.61 in 2026 to €15.20 in 2029, a reference that the agreement itself links to the clause on price pass-through and unfair competition, of special interest to cleaning contractors.

Arrears in up to three monthly installments

Given that the agreement takes effect from January 1, 2025, the remuneration differences accrued since that date constitute arrears that companies must pay to their workforces. The text agrees that payment of the arrears arising from the agreement may be made in installments of up to three monthly payments, starting from the month following the publication of the agreement in the BOCCE, that is, from September 2026.

Who signs and whom it affects

The agreement was formalized following the rectification act held on 30 July 2026, and its scope also covers the cleaners who provide service on the vessels of the Ceuta-Algeciras-Ceuta line, whose details must be communicated to the Maritime Captaincy of Ceuta. The text is signed by:

  • For UGT: Isabel María Mata Campoy.
  • For CCOO: Pablo Caballero Romero and Ángel Lara Ostio.
  • For the Confederation of Business Owners of Ceuta: Antonia Márquez Cano, with Juan Manuel Parrado Sobrino acting as secretary mandated for the submission of the agreement to the Labor Authority.

The increase directly benefits a group with categories such as cleaner, specialized laborer, janitor or bellboy, among the lowest on the agreement’s scale, in a contracting sector with low wages and a majority female presence in cleaning positions. With publication in the BOCCE, the 2026 salary table is now applicable, and the workforces have a path of increases locked in until 2029, with the payment of the 2025 and 2026 differences guaranteed, although it may be split into three monthly installments.
