The Cáceres European Capital of Culture 2031 Consortium has opened the application period for European mobility grants for regulated artistic training Mobility Grants Cáceres 2031, with a total fund of 15,000 euros. The call is published in the Official Gazette of the Province of Cáceres number 0190, dated October 5, 2026, via the summary with reference BOP-2026-4629 and the announcement containing the regulatory bases BOP-2026-4630. Interested parties have 15 business days from the day following the publication of the summary.
The call derives from the Resolution of the Presidency of the Cáceres European Capital of Culture 2031 Consortium, dated September 30, 2026, which approved the regulatory bases under a competitive process. The summary is disseminated under articles 17.3.b and 20.8.a of the General Subsidies Law 38/2003, of November 17, with the identifier BDNS 932804 in the National Subsidies Database. The announcement is signed by the secretary general, Juan Miguel González Palacios, while the summary is signed by the mayor, Rafael Antonio Mateos Pizarro.
Who can apply and for what purpose
Eligible beneficiaries may be natural persons admitted to an eligible artistic training program who prove an objective link to Extremadura through at least one of these circumstances:
- Residence or registration (empadronamiento) in Extremadura.
- Family home in Extremadura.
- Having completed regulated artistic studies in Extremadura.
The grant aims to facilitate the mobility of people linked to Extremadura admitted to officially recognized institutions or centers in a European country other than Spain. The call is interdisciplinary and has no quotas per discipline, covering music, dance, theater and performing arts, circus, plastic and visual arts, photography, cinema and audiovisuals, design, applied arts, conservation and restoration, cultural heritage, and other recognized artistic teachings. A letter of admission, enrollment, or definitive acceptance from the destination center will be required; non-accredited training, isolated masterclasses, summer courses, and non-educational residencies are excluded.
Amount, expenses, and evaluation criteria
The initial assigned credit is 15,000 euros, charged to budget application 334/48000 for the 2026 fiscal year, and the maximum amount per beneficiary is 10,000 euros, up to 100% of eligible expenses. A minimum score of 60 points out of 100 is required, and applications will be ranked from highest to lowest until the credit is exhausted.
Among others, the following expenses incurred between January 1 and December 31, 2026, are eligible for subsidies:
- Outbound trip from Extremadura and return trip.
- Essential travel at the beginning and end of the training.
- Transport of special luggage when indispensable.
- Accommodation and subsistence during the eligible period.
- Local public transport, travel insurance, healthcare, and visas.
- Tuition or academic fees, only on an exceptional basis.
The rubric distributes 100 points among five criteria: quality and suitability of the training opportunity (25), artistic and academic trajectory (20), impact of the mobility (20), economic need and territorial barrier (20), and return, transfer, and connection with Extremadura (15).
Deadlines, processing, and appeals
The instruction corresponds to the Secretariat of the Consortium and the assessment to a collegiate body composed of the general coordinator of the Consortium, an independent person with experience in artistic education, a person with experience in education or European mobility, and the general secretary acting as secretary. The maximum period to resolve and notify is six months from the publication of the call, with negative administrative silence, and the justification must be submitted by January 15th of the following year.
Against the bases, which end the administrative route, an optional appeal for reversal may be filed within one month or a contentious-administrative appeal before the Contentious-Administrative Court of Cáceres within two months, counted from the day following publication.
The call activates for the first time a specific artistic mobility instrument linked to the cultural capital status of Cáceres in 2031, with the stated objective of reducing territorial and economic barriers and ensuring that the knowledge acquired abroad later benefits Extremadura. For students of regulated artistic education in the region, the program opens a funding route for travel and stay that does not replace general study grants, but rather covers the gap associated with mobility.
