The Consell extends urgent aid for the Tírig and Segorbe fires

The Consell has approved Decree 127/2026, of September 3, which modifies Decrees 114/2026 and 115/2026, of July 31, to extend the urgent direct grant aid regime to the forest fires declared in Tírig on August 7 and in Segorbe on August 20, 2026. The provision is published in the Diari Oficial de la Generalitat Valenciana number 10445, of September 7, 2026, with reference DOGV-C-2026-28062.

The regulation responds to the substantial identity between the recovery needs of these two disasters and those that motivated the July decrees, approved to alleviate the damage from the fire declared on July 25 in several municipalities of the province of Castellón. The Consell justifies the direct granting of aid under Article 168.1.c) of Law 1/2015, of February 6, of the Generalitat, and Article 22.2.c) of Law 38/2003, the general law on subsidies.

A package of 12.9 million euros

The maximum global amount of the aid amounts to 12,943,710 euros, distributed among the different support lines:

  • Housing (habitual and non-habitual, total destruction, structural and non-structural damage): 470,250 euros.
  • Household goods and basic necessities: 239,250 euros.
  • Rent for relocation: 246,400 euros.
  • Vehicles: 433,950 euros.
  • Self-employed workers: 2,750,000 euros.
  • Retail trade: 880,000 euros.
  • Workers on ERTE (temporary employment regulation files) or with extraordinary benefits from the State Public Employment Service: 396,000 euros.
  • Agricultural and livestock farms, including agricultural equipment: 5,327,860 euros.
  • Forestry holdings: 2,200,000 euros.

Affected municipalities and beneficiaries

The Tírig fire affected the districts of Tírig, Catí, Albocàsser, Culla, and La Salzadella, as well as Sierra Engarcerán due to the confinement measures adopted. The Segorbe fire affected Segorbe and Gátova, whose population was evacuated.

Beneficiaries will be natural persons who are owners of vehicles in the Vehicle Registry of the General Directorate of Traffic, as well as self-employed workers registered with Social Security or a mutual fund and the IAE (Economic Activities Tax) whose place of work is located in the municipalities of Annex I. Aid to farms, companies, and self-employed workers is subject to European State aid regulations, utilizing de minimis regimes or Regulation (EU) 2022/2472 for the agricultural sector.

Deadlines and effects

The deadline for submitting applications will be three months starting from the day following the publication of the decree for the August fires, and from August 10, 2026, for the July fire. The eligible period spans from the start date of each fire until it was declared extinguished.

The decree, signed by the president of the Generalitat, Juan Francisco Pérez Llorca, and by the ministers (consellers) of the competent departments, takes effect from the day following its publication. An appeal for reversal may be filed against the regulation within one month, or a contentious-administrative appeal may be filed before the High Court of Justice of the Valencian Community within two months.

The extension of the regime guarantees equal treatment among the individuals and entities affected by the three summer fires, avoiding the approval of new regulatory bases that are materially identical and ensuring an immediate public response for homes, freelancers, businesses, and agricultural holdings in the province of Castellón.
