The Council of Mallorca opens 500,000 euros in grants for cleaning municipal roads
Por FactBox Admin

The Consell de Mallorca has opened the 2026 call for grants aimed at city councils for the cleaning, maintenance, and conservation of municipal roads and lands, with a budget of €500,000.00. The resolution was issued on October 9, 2026, by the executive councillor for Economic Promotion and Local Development and is published in BOIB no. 136, dated October 24, 2026, with official reference 10669 and BDNS number 937314. The city councils of Mallorca, with the exception of Palma, have fifteen business days from the day after publication to submit their applications.
The call is processed by the Department of Economic Promotion and Local Development and is governed by the General Grant Ordinance of the Consell de Mallorca, approved by the Plenary on December 23, 2016 (BOIB no. 21, of February 18, 2017, and BOIB no. 96, of August 4, 2018). The authority to approve it derives from the delegation agreed upon by the Executive Council on May 28, 2025 (BOIB no. 69, of May 31, 2025), which does not require prior authorization for expenses not exceeding 500,000 euros. The call is included in the 2026 Strategic Grant Plan and has the prior audit report from the Delegated Comptroller of the Misericòrdia.
Fifteen business days and non-competitive concurrence
The granting regime is based on non-competitive concurrence, meaning that all complete applications that meet the requirements will be subsidized until the credit is exhausted, without comparison between requests. Applications must be submitted electronically to the general electronic registry of the Consell de Mallorca using the Annex I model, accompanied by the required documentation.
The instructing body is the technical secretariat of the department, which must formulate the proposed resolution. The maximum term to resolve and notify is 45 days, and the expiration without notification entitles the interested parties to consider the application rejected due to administrative silence.
What can be financed and under what requirements
The eligible activities are as follows:
- Cleaning and clearing of shrubs, bushes, and weeds.
- Cleaning of trees that affect the accessibility of the road or increase the risk of fire, including pruning and felling.
- Cleaning of roadsides.
- Maintenance, conservation, and adaptation of the road or land surface.
- Controlled removal of plant waste.
Expenses must have been incurred and paid between January 1, 2025, and the closing date of the application submission period. In the case of paths, they must appear in the municipal catalog of public paths; in the case of land, certification of registration in the Property Registry must be provided. City councils that pay a fee to the association managing the service may also apply.
500,000 euros and proportional distribution
The expenditure is charged to the 2026 budget, under budget application 65 94310 46202, with operation number 220260021979. The grant can cover up to 100% of the requested eligible amount, with a global maximum of 500,000 euros.
If the credit is not sufficient to cover the total justified expenditure, the sum of all accredited expenses will be calculated, and each municipality will be granted a proportional share of the approved credit. If the total justified expenses do not exhaust the allocation, the remaining amount will revert to the budget application. The payment order must occur before December 31, 2026.
Justification and appeals
City councils must submit a single application including a municipal technical report, the responsible declaration of compliance with requirements (Annex II), the authorization to consult tax data (Annex III), the certificate of inclusion of the path in the catalog (Annex IV), the certificate from the secretary (Annex V), the report from the auditor (Annex VI), and the certificate of being up to date with obligations (Annex VII). The resolution bears the electronic signature of the technical secretary, Diego de la Fuente Rama, dated October 22, 2026.
No administrative appeal may be filed against the approval agreement, but an optional request for annulment or revocation may be submitted within two months of publication in the BOIB, prior to a contentious-administrative appeal, which also has a two-month limit. The granting resolution allows for an administrative appeal (recurso de alzada) before the Executive Council.
The call has a dual objective: to guarantee the safety of those traveling on rural paths and to reduce the risk of fires on public land. For small city councils, the aid allows for the recovery of expenses already executed and avoids having to advance funds without coverage, while the proportional distribution sets the actual limit for each municipality if the demand exceeds the 500,000 euros available.
