Por FactBox Admin

The Consell has approved Decree 142/2026, of October 1, which directly grants a subsidy of up to 4 million euros to Edwards Lifesciences Technology (SPAIN), SLU for a specialized training program and two photovoltaic plants linked to its future heart valve plant in Moncada (Valencia). The regulation is published in the Diari Oficial de la Generalitat Valenciana (DOGV) no. 10468, of October 8, 2026, section III, with the official reference DOGV-C-2026-30821.
The decree, promoted by the Conselleria of Industry, Tourism, Innovation and Commerce, establishes the regulatory bases and the direct grant “exceptionally and for reasons of public interest of an economic and social nature,” under article 168.1.C of Law 1/2015, of February 6, and article 22.2.c of the General Subsidies Law 38/2003, of November 17. The Consell justifies the absence of a public call on the grounds that “there are no other candidates capable of fulfilling the purpose of the subsidy.”
The beneficiary, with NIF B56231616, is a healthcare multinational with more than 17,000 employees and a presence in more than thirty countries. Its global project in the Comunitat Valenciana represents an approximate investment of 170 million euros for the 2024-2027 period, more than 1,200 direct jobs, and more than 8,000 indirect jobs. Previous milestones include the memorandum of understanding of March 27, 2023, ratified on September 28, 2023; the declaration as a Strategic Territorial Project in June 2024; the authorization of works in November 2024; a non-repayable grant of 11,193,097.12 euros in December 2025 within the regional incentive program; a new memorandum of understanding on April 27, 2026, and the aid application on May 14, 2026.
Four million distributed until 2028
- 2026: 846,000 euros
- 2027: 1,209,033 euros
- 2028: 1,944,967 euros
- Total: 4,000,000 euros
The aid is allocated to subsidy line S2297 of program 722A00, Industrial Policy, of the Generalitat Budget Law for 2026. Annual payments for future years are subject to the existence of adequate and sufficient credit, and any readjustment will require a new decree from the Consell. The subsidy is incompatible with other public aid intended for the same eligible costs.
Specialized training for more than 600 workers
The first project involves an investment of more than 18 million euros in the training of more than 600 workers during the 2026, 2027, and 2028 fiscal years. The aid intensity will be 50% of the eligible costs, not to exceed 3 million euros per training project.
The program will train the staff of the new plant in advanced manufacturing, handling of specialized equipment, quality control, and traceability of high-precision medical devices. The company commits to ensuring that the trained workers have an employment relationship from the start of the activities and maintain it for at least one year after the end of the training.
Two photovoltaic plants of more than 2 MWp
The second project involves an environmental investment of more than 2 million euros in two photovoltaic plants between 2026 and 2028, with an installed capacity exceeding 2 MWp, grid-connected for self-consumption and utilizing high-efficiency technology. The aid intensity will be 45% of the eligible costs.
The objectives are to reduce energy consumption from non-renewable sources, decrease greenhouse gas emissions, and improve the sustainability and competitiveness of the plant. The aid is exempt from notification to the European Commission under Articles 31 and 41 of Regulation (EU) No 651/2014.
Deadlines, obligations, and appeals
- Acceptance of the grant: 15 business days from the publication of the decree.
- Annual justification of expenses: until November 16 of each year.
- Preservation of supporting documents: at least 10 years.
- Publicity: mention on the corporate website for 3 years and an information plaque at the plant for 5 years.
- Appeal for reversal: one month; contentious-administrative appeal before the High Court of Justice of the Comunitat Valenciana: two months.
The decree takes effect the day following its publication and is not considered a general provision. It is signed by the president of the Generalitat, Juan Francisco Pérez Llorca, and the counselor of Industry, Tourism, Innovation, and Trade, Marian Cano García.
The operation consolidates the Comunitat Valenciana as the seat of an industrial hub for healthcare technology and reinforces the regional commitment to attract biomedical investment through direct incentives. For the productive fabric of l’Horta Nord, the arrival of Edwards Lifesciences implies skilled employment and a ripple effect for suppliers, while the committed public expenditure—four million over three years—is subject to audit justification and reimbursement in case of non-compliance.
