The Council postpones the subsidy to Ford in Almussafes to 2028

The Consell has approved Decree 133/2026, of September 11, which once again readjusts the annual installments of the nominative subsidy of up to 10 million euros granted to Ford España, SL to adapt its logistics terminal in the industrial area of Almussafes and connect it to the Mediterranean Corridor. The regulation is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10453, of September 17, 2026, in section III of administrative acts, under the grants and scholarships section. The delay in state works necessitates the transfer of the 400,000.40 euros planned for 2026 to the 2028 fiscal year.

A readjustment moving 400,000 euros from 2026 to 2028

The decree modifies Decree 98/2016, of August 4, which established the regulatory bases for the direct granting, on an exceptional basis and for reasons of economic public interest, of the aid to Ford España, SL. The maximum contribution remains at 10,000,000 euros, charged to program 722.A00, Industrial Policy, of the Generalitat budgets, with no increase in the total amount.

The new breakdown by annual installments sets the 2026 and 2027 fiscal years to zero and concentrates the pending amount in 2028:

  • Fiscal year 2016: 1,721,921.23 euros
  • Fiscal year 2017: 770,813.22 euros
  • Fiscal year 2018: 326,264.84 euros
  • Fiscal year 2019: 5,000,000 euros
  • Fiscal year 2020: 1,400,000 euros
  • Fiscal year 2021: 356,512.83 euros
  • Fiscal year 2022: 24,487.48 euros
  • Fiscal years 2023 to 2027: 0 euros
  • Fiscal year 2028: 400,000.40 euros

The 2028 allocations are subject to the assignment provided for in the corresponding Budget Law, and expenses may be incurred between June 24, 2016, and December 31, 2028.

The delay of the Mediterranean Corridor, origin of the postponement

Ford España, SL requested a new extension of the execution period and a readjustment of annual installments on July 2, 2026. The request is based on information from the Office of the Government Commissioner for the Mediterranean Corridor, which estimates that the commissioning of the standard gauge at the Almussafes terminal could occur around the first half of 2028, meaning the corridor will not be operational for its connection in 2026.

The execution of the project concludes with the transformation of the terminal’s track gauge from Iberian gauge to European standard gauge (UIC), works that must be coordinated with the railway infrastructure works to avoid leaving the facility inoperative. The file already accumulates five modifications: decrees 203/2018, of November 9; 187/2021, of November 19; 184/2023, of October 10; and 171/2024, of November 26, in addition to the one now approved.

Five regulatory changes and a new data protection basis

Decree 133/2026 introduces five modifications to the regulatory bases:

  • Extends the purpose of the grant to the 2016-2028 period.
  • Rewrites the first paragraph of the third basis with the new annuity table.
  • Conditions the 2028 allocations to the Budget Law.
  • Sets the deadline for incurring expenses until December 31, 2028.
  • Adds a fourteenth basis on the protection of personal data.

The regulation, signed in Elche on September 11, 2026, by President Juan Francisco Pérez Llorca and the Minister of Industry, Tourism, Innovation and Commerce, Marian Cano García, shall take effect from the day following its publication. Against the decree, which exhausts administrative remedies, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of the Comunitat Valenciana within two months.

The text emphasizes that the terminal is the only infrastructure of its characteristics in its area of influence and a strategic enclave for the logistical and economic development of the Comunitat Valenciana, with user companies from sectors such as automotive, food, transport, and chemical products. The action is aligned with the Strategic Grant Plan 2024-2026 and the Trans-European Transport Network (TEN-T).
