The Governing Council restructures the trust positions of the Presidency

The Governing Council of Castilla-La Mancha has approved the modification of the List of Job Positions (RPT) reserved for temporary staff of the Presidency of the Junta, effective from the day following its publication. The agreement, adopted at the meeting on September 1, 2026, is published in the Official Gazette of Castilla-La Mancha number 170, dated September 4, 2026, with reference 2026/6373.
The restructuring, promoted by the Presidency of the Junta, affects two positions assigned to the Second Vice-Presidency and aims to improve the organization of human resources and strengthen the acquisition of European funds. The measure is based on Article 12.1 of Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha, which defines temporary staff as those who, by virtue of appointment and on a non-permanent basis, perform functions of trust or special advisory.
Strengthening of the European Projects Office
The agreement responds to the increase in functions and the technical complexity of the actions developed in the European Projects Office in Toledo, as well as the strategic objectives of the regional Government regarding participation and the acquisition of European funds. According to the statement of reasons, the multiple meetings held with associations, institutions, and companies have highlighted the need for a greater physical presence in the support process so that they can be part of European consortia.
The changes to the RPT are as follows:
- Brussels Advisor (code 13007), group A1, specific supplement of €30,315.36, based in Brussels (Second Vice-Presidency): changes from 3 to 2 positions.
- Second Vice-Presidency Cabinet Advisor (code 15059), group A1, specific supplement of €30,315.36, based in Toledo (Cabinet of the Second Vice-Presidency): changes from 4 to 5 positions.
Competence and Processing
The competence to approve and modify the lists of job positions for temporary staff corresponds to the Governing Council, upon the proposal of the department with competencies in public service matters, in accordance with Article 46.2.a) of Law 5/2025, of December 19, on the General Budgets of the Junta de Comunidades de Castilla-La Mancha for 2026. The agreement was proposed by the Minister of Finance, Public Administrations, and Digital Transformation and deliberated at the Governing Council meeting on September 1, 2026.
Effects and Appeals
The modification shall take effect from the day following its publication in the Official Gazette of Castilla-La Mancha. Against the agreement, which exhausts the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha within two months, or, optionally, a motion for reconsideration before the Governing Council within one month, pursuant to Articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure.
The agreement appears signed in Toledo on September 1, 2026, by the secretary of the Governing Council, José Luis Martínez Guijarro.
The restructuring strengthens the region’s presence in the European environment and its capacity to apply for project funding that provides additional resources to Castilla-La Mancha, at a time when the acquisition of European funds has become a strategic priority for the regional Executive.
