El Campello opens the review of the PGOU in the Fabraquer sector for public allegations

The El Campello City Council has opened for public review the initial version of the specific modification of the structural layout of its General Urban Development Plan (PGOU) in the SUNP Fabraquer sector. The agreement was adopted by the municipal plenary on September 24, 2026, and is published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10477, dated October 23, 2026, with the official reference DOGV-C-2026-30901 and file number 1662/2021. Interested parties have 45 business days to submit allegations and observations.

The announcement is signed by the mayor-president, Juan José Berenguer Alcobendas, in El Campello on September 28, 2026, and is processed for the purposes of articles 55 and 60 of the TRLOTUP, approved by Legislative Decree 1/2021, of June 18, of the Consell of the Generalitat Valenciana. Forty-five business days to appeal

According to the official text, the public information is directed to anyone who may be affected by the new layout of the area, with the possibility of submitting written documents within the indicated period. Environmental and landscape study, part of the file

The public information is not limited to the modification document. The plenary agreement incorporates into the process a documentary package that integrates the plan and is subject to the same consultation period:

• The initial version of the specific modification of the structural layout of the PGOU for the SUNP Fabraquer sector.
• The strategic environmental and territorial study.
• The landscape integration study.
• The rest of the documentation that integrates the plan.

The presence of these two studies links the urban planning process with the environmental assessment and the integration of the area into the landscape, two requirements that the TRLOTUP demands for this type of general planning modifications.

The El Campello City Council has enabled two ways to consult the complete file. The first is the municipal website (www.elcampello.es), in the Municipal Area of Territory and Housing, under the section “More information, Planning instruments in process,” within the public information folder for the specific modification SUNP Fabraquer (file 1662/2021).

The second is the municipal repository of planning instruments, accessible via the link published in the announcement itself, where the specific public information folder for this modification is hosted. Both channels allow for the downloading of the initial version of the plan and the accompanying studies throughout the entire objections period.

An area with recent urban planning history

The Fabraquer sector has been present in the urban planning activity of the region in recent weeks. The DOGV of September 30, 2026, published the cancellation of the integrated action program for execution unit number 1 of sector 18.1 Business Park – Fabraquer Nord, corresponding to the general planning of Sant Joan d’Alacant, a different area in another municipality, but with the same zone name.

The coincidence of names underscores the importance of specifying the exact scope of each file: the modification now presented affects the municipal district of El Campello and the SUNP Fabraquer sector of its PGOU, not the business sector of Sant Joan d’Alacant.

Impact for residents and developers

The opening of the procedure grants owners, residents, and developers in the area a regulated window to influence the structural organization of the sector before the plan moves toward its final approval. As this is a modification of the general planning, the changes that are eventually approved will condition the uses, utilization, and future development of Fabraquer, making the 45-business-day period the formal time to raise technical or legal objections to the document.
