The Cabildo sets the access fee for the Insular Telecommunications Ring

The Island Council of Tenerife has established the fee and general conditions for access to the passive infrastructure of the Tenerife Island Telecommunications Ring (AITT), an island-owned network key to fiber optic connectivity on the island. The measure is detailed in Resolution No. R0000133899, issued on August 25, 2026, by the Island Councilor for Research, Innovation, and Development, and published in the Official Gazette of the Province of Santa Cruz de Tenerife number 105, dated September 2, 2026 (reference 1785593, page 24768).

The resolution, electronically signed by Juan José Martínez Díaz, Island Councilor for Research, Innovation, and Development, approves an annex regulating how electronic communications operators may deploy their own fiber optic network over the AITT’s microducts and manholes. Access is structured through a title of assignment for the use of the patrimonial asset, and the consideration is of a patrimonial and non-tax nature.

Purpose and Scope of the Infrastructure

The material scope is limited to the passive infrastructure of the AITT—civil works, microducts, and manholes—excluding the fiber optics and the Council’s own assets, which are neither assigned nor factored into the fee. Access will be provided under objective, transparent, proportionate, and non-discriminatory conditions, in accordance with sectorial telecommunications regulations.

• Microduct: individual polyethylene tube (10/8 mm) intended to house a fiber optic cable.
• Capacity: the AITT has 7 microducts per duct; the Council reserves 2 for its own network and allocates 5 for assignment to third-party operators.
• Use: the assigned microduct is for the exclusive use of the holding operator; the ducting and manholes are for shared and concurrent use.

Fee and Economic Regime

The annual fee is determined by an approved formula that combines a linear component per meter of microduct and a nodal component per manhole used:

• Annual Fee (€) = (MLM × 0.6501) + (NAU × 26.73), where MLM represents the linear meters of microduct and NAU the number of manholes effectively used.
• Corrugated duct sections: €0.620/m·year (assimilable to Ø40 mm subduct) and €1.743/m·year (assimilable to Ø63 mm duct), using as a reference the Wholesale Offer for Access to Manholes and Ducts of Telefónica (MARCo), supervised by the CNMC.
• Accrual: from the start date of occupation and on an annual basis, with proportional settlement in the first and last fiscal year.
• Review: annual update according to the CPI and review of the methodology every five years.

Access Procedure and Guarantees

Interested operators must submit a request for access and adhesion including the technical description of the route, including georeferenced plans in a format compatible with the Cabildo’s corporate tool APX (GIS).

• Prior availability inquiry: response within 30 business days, without creating a right of reservation.
• Feasibility study: resolution within 60 business days from the complete submission of the request.
• Order of precedence: processing in strict order of submission (FIFO criterion), with objective awarding in case of concurrence.
• Guarantee: equivalent to one year’s fee resulting from the authorized route, with a minimum amount per operator.
• Duration: proposed initial term of 10 years, extendable for successive periods up to the legal limit.

The operator must register and keep updated in APX all deployed infrastructure, data which will serve as a reference for the settlement of the fee. Non-payment or serious breach of obligations constitutes grounds for termination of the title, following the processing of the corresponding procedure.

Impact on island connectivity

The regulation of the fee opens the door for fiber operators to deploy their networks over a previously constructed public infrastructure, avoiding the duplication of civil works and reducing deployment costs on an island where connectivity is strategic. With five microducts per duct assignable to third parties and a transparent and revisable tariff regime, the AITT establishes itself as a key asset for extending broadband to all municipalities in Tenerife.
