El Burgo de Osma corrects the guidelines for economic fabric grants

The City Council of El Burgo de Osma - Ciudad de Osma has rectified the regulatory bases and the call for extraordinary aid for the local economic fabric through a correction of errors published in the Official Gazette of the Province of Soria on Wednesday, September 23, 2026 (no. 111, p. 3285). The rectification, signed by Mayor Antonio Pardo Capilla on September 17, 2026, removes point 20.10 of the bases and renumbers the subsequent clauses. The announcement is identified by the official reference BOPSO-111-23092026.

The original bases had been published a week earlier, on September 16, 2026, in BOP no. 108, p. 3161 (BOPSO-108-16092026), following their approval by the Local Government Board on September 9, 2026, and with registration number BDNS: 928761. This is a call under a competitive bidding process endowed with 500,000.00 euros charged to the 2027 municipal budget, structured into three lines according to the type of beneficiary.

What is being rectified

The correction is organized into two sections. The first agrees to “RECTIFY the material transcription error by eliminating point 20.10 of the Regulatory Bases.” The second orders the correction of the successive numbering following the eliminated point: where the text said “11. Every grant shall be subject to communication and registration in the central registries of de minimis aid within the deadlines of the applicable regulations,” it must now say “10.” with identical content.

The suppressed point was 20.10 of the original text, dedicated to compatibility with regional aid for business investment projects. The rest of the call—objective, lines, amounts, evaluation criteria, and annexes—remains unchanged.

The aid in figures

• Line I — Large companies: allocation of 150,000.00 euros; minimum required investment of 300,000.00 euros; maximum amount of 10% of the investment and up to 75,000.00 euros per beneficiary.
• Line II — Small and medium-sized enterprises: allocation of 150,000.00 euros; minimum investment of 10,000.00 euros.
• Line III — Freelancers and micro-enterprises: allocation of 200,000.00 euros; 1,000.00 euros for the status of freelancer or legal entity, plus 500.00 euros for each full-time permanent position, with a cap of 4,000.00 euros per beneficiary.
• Total of the call: 500,000.00 euros, with advance processing and conditioned on the existence of adequate and sufficient credit in the 2027 budget.

Deadlines and applicable regime

• Applications: one month starting from the day following the publication of the call in the BOP, mandatorily submitted through the municipal electronic registry.
• Execution, invoicing, and payment: between January 1 and December 31, 2027.
• Maintenance of activity and employment: until November 30, 2027.
• Justification: from December 1 to 7, 2027.
• Payment: 50% advance in the month following the notification of the resolution and the remaining 50% upon full justification.
• Regime: de minimis aid in accordance with Regulation (EU) 2023/2831, with a limit of 300,000 euros per single undertaking, and subject to Law 38/2003, of November 17, General Subsidies Law.

Impact for companies and freelancers

The rectification does not alter the economic conditions or the access requirements, but it does modify the regulatory text governing the call and, therefore, the clauses that applicants must invoke in their files. Companies and freelancers in the municipality applying to the three lines have one month from publication to submit their application, with the warning that the effectiveness of the call and the granting resolution is conditional upon the 2027 budget credit and the reports provided for in the local government regulations.
