El Burgo de Osma announces a permanent position for a works officer

The City Council of El Burgo de Osma - Ciudad de Osma has announced a selection process via a competitive examination and merit system to fill one position for 2nd Class Official General Works and Maintenance Supervisor, vacant within the labor staff. The call and its regulations are published in the Official Gazette of the Province of Soria number 122, dated October 23, 2026, with the official reference BOPSO-122-23102026, and bear the signature of the mayor, Antonio Pardo Capilla, dated October 20, 2026.

The position is categorized under the Works and Services unit, with professional category Group IV-C2 and a full-time permanent labor staff regime, in accordance with article 15.1 of the revised text of the Workers’ Statute Law. Remuneration will be as set out in the municipal corporation’s budgets for that category and working day.

Position Requirements and Functions

To apply, the following requirements must be met by the deadline of the application period:

• Spanish nationality, without prejudice to the provisions of article 57 of the Basic Statute of Public Employees.
• Functional capacity for the performance of tasks and an age between sixteen years and compulsory retirement.
• Compulsory secondary education degree or equivalent, first-degree Vocational Training, or a declared equivalent degree.
• Class B driver’s license.
• Not to have been dismissed through disciplinary proceedings nor disqualified from public employment.

The position involves distributing, organizing, and supervising the work of the group under their command, taking responsibility for safety and hygiene, controlling schedules and performance, and conducting two daily supervision rounds during afternoon hours from Monday to Friday, in addition to three hours on weekends and holidays. It also includes the maintenance of public lighting and electrical distribution networks, the control of works and cleaning of public roads, the maintenance of municipal swimming pools and the public school, the driving of municipal vehicles, and telephone availability for the on-call service during afternoons and nights.

Sixty points for the examination and forty for merit

The examination phase is worth 60 points and consists of two eliminatory and mandatory exercises:

• A multiple-choice questionnaire of forty questions on the syllabus, with four alternative answers and a duration of sixty minutes, in which errors penalize one-quarter of the value of each correct answer.
• A theoretical-practical test on electricity, elevators, gas distribution networks, and sewerage, among other subjects.

The competition phase provides up to 40 points: a maximum of 15 for training (professional certificates and courses less than ten years old), up to 20 for professional experience in Public Administration and in private companies, and 5 points for a forklift operator’s license. The syllabus consists of twenty topics, four common subjects and sixteen specific ones.

Twenty business days and a ten-euro fee

Applications, according to the model in Annex I, shall be addressed to the Mayor’s Office and submitted to the General Electronic Registry of the City Council or in the places provided for in article 16.4 of Law 39/2015, within twenty business days from the day following the publication of the call for applications in the Official State Gazette. The examination fees amount to 10.00 euros, in accordance with the fiscal ordinance regulating the fee for the issuance of public documents.

The qualifying board will consist of a president, a secretary, and three members, and the order of appearance of the candidates will begin with the letter U, resulting from the draw by the State Secretariat for Public Function. A quota of no less than seven percent of the vacancies is reserved for people with a disability degree equal to or greater than 33 percent, of which at least two percent will be allocated to intellectual disability, with adaptations of means and times according to Order PJC/804/2025, of July 23. The rules and subsequent announcements will be published on the municipal electronic headquarters.

Job bank and appeals

Those who pass the process will be integrated into a job bank for future temporary contracts, with a maximum validity of three years and calls based on the order of scoring. Refusing an offer does not exclude the candidate from the bank, but moves the applicant to the last position on the list.

The call and its rules exhaust the administrative route and may be challenged before the Social Section of the Court of First Instance of Soria within two months.

The call represents an opportunity for stable public employment in the region of El Burgo de Osma, with one full-time permanent position in a service—works and maintenance—which undertakes essential tasks for the municipality such as lighting, sewerage, public roads, and sports facilities.
