El Barraco announces two administrative positions via competitive examination

The El Barraco City Council has approved its 2026 Public Employment Offer (OEP) and the rules to permanently fill two Administrative positions within the General Administration Scale, Administrative Subscale, Subgroup C1, through a competitive examination and merit system (concurso-oposición) in the open call. The announcement is published in the Official Gazette of the Province of Ávila, number 163, dated August 25, 2026, and opens a period of twenty business days to submit applications, counted from the day following its publication in the Official State Gazette.

The decision stems from the Mayoral Resolution of August 20, 2026, signed by Mayor José María Manso González, which approves both the OEP and the regulatory rules of the selection process. The file was initiated by a Mayoral order on August 13, 2026, and included a legal report from the Municipal Secretariat and a fiscalization report from the Comptroller’s Office, certifying sufficient budgetary allocation in the extended budget.

Positions and Functions

The two vacancies are structural, are included in the current Job Position List (RPT), and their definitive filling is mandatory according to article 10.4 of the TREBEP to reduce temporary employment in the public sector. The assigned functions include:

  • Processing and management of administrative files.
  • Management of the incoming and outgoing registry.
  • Public attention and information.
  • Administrative support to the areas of Secretariat-Comptroller, Census, Procurement, and Personnel.
  • Preparation of reports, proposals, minutes, and administrative documents.
  • Management and custody of the municipal archive and use of electronic administration applications.

Requirements and Selection Process

To participate, it is necessary to have Spanish nationality (or be a national of an EU Member State under the terms of article 57 of the TREBEP), possess functional capacity, be at least sixteen years old and not exceed the compulsory retirement age, not have been dismissed from service in any administration, and hold a Bachiller degree, Technician degree (Intermediate Vocational Training Cycle), or equivalent.

The process consists of two phases:

  • Examination phase (70 points): a single multiple-choice test of 70 questions with four alternatives, 20 of which are practical, with a minimum of 35 points to pass and a penalty of a quarter point for each wrong answer.
  • Merit phase (30 points): assessment of experience merits (up to 20 points) and training (up to 10 points).

Submission of Applications and Employment Pool

Applications shall be submitted exclusively through the General Electronic Registry of the City Council, via the electronic office elbarraco.sedelectronica.es, accompanied by the responsible declaration in Annex I. Following the deadline, the Mayor’s Office will publish the provisional list of admitted and excluded candidates, with ten business days provided for appeals. The qualifying board will be collegiate, consisting of a minimum of five members, and its composition will be published alongside the final list.

Those who pass the competitive examination phase but do not obtain a position will be placed in an administrative job bank, ordered by score, with a maximum validity of three years, for future appointments as interim civil servants. The selection process must be completed within a maximum and non-extendable period of three years, in accordance with Article 70.1 of the TREBEP.
