The Albacete City Council approves grants for school supplies

The Local Government Board of the Albacete City Council approved on August 6, 2026, the general regulatory bases for financial aid for the acquisition of school supplies, intended for the families of students enrolled in the second cycle of Early Childhood Education (from 3 years old), Primary Education, and Special Education in centers supported by public funds within the municipality. The agreement is published in the Official Gazette of the Province of Albacete, number 96, dated August 19, 2026, in the third section of Local Administration, pages 33 to 42.
The call for applications is framed within the right to education recognized in the United Nations Convention on the Rights of the Child of November 20, 1989, and in Article 27 of the Spanish Constitution, and is specifically aimed at economically disadvantaged families, those in situations of social need, and working families registered in Albacete, under Article 25.2.e) of Law 7/1985, of April 2, regulating the Bases of the Local Regime. The objective is to alleviate the economic burden on families and promote equal opportunities in the classrooms.
Requirements and beneficiaries
Beneficiaries may be the parents, guardians, or legal representatives of students registered in Albacete for a minimum period of six months, who are enrolled or will be enrolled in the second cycle of Early Childhood, Primary, or Special Education in public centers within the municipality. Applicants must prove their tax identity via a valid DNI or NIE.
- The sum of the family unit’s income may not exceed the limit set in each call, which may be increased based on the number of members.
- The student and at least one of their parents or guardians must be registered with six months of seniority.
- The aid is incompatible with any other subsidy intended for the same purpose.
Eligible expenses and amount
Only consumable school supplies are eligible: pens, sheets of paper, notebooks, erasers, exercise books, markers, musical instruments, and single-use curricular materials. Uniforms, sportswear, computer or electronic devices and materials, and personal hygiene items are excluded.
- The total amount, the scale, and the individual amount will be established in the specific bases of each call.
- The granted amount may never exceed the total price of the materials acquired.
- A single payment will be made via bank transfer after the processing of the file.
Award criteria
The sole award criterion is the per capita income of the family unit, calculated from the sum of the incomes of all its members (boxes 435 and 460 of the IRPF, form 100) divided by the number of countable members. Applications will be ordered from lowest to highest per capita income until the budget allocation is exhausted, giving priority, in the event of a tie, to the order of entry in the City Council Registry.
- In the calculation, one additional member is added for single-parent families and for families with a member with a disability equal to or greater than 33%.
- The processing corresponds to the Education Department, and the award resolution to the Local Government Board, following the report of the Information Commission for Culture, Fair, and Education.
- The maximum period for resolution will be six months from the publication of the call.
Submission of applications
Applications shall be submitted electronically via the City Council’s electronic office or in person at the General Registry, signed by both parents except in the case of single-parent families. The deadline will be determined in the annual call, which will be published in the Official Provincial Gazette and in the National Grants Database.
The publication of these guidelines represents a key step for the start of the school year, ensuring that the families with the fewest resources in Albacete can afford the purchase of materials under conditions of equality. The annual call will specify the amounts and deadlines, and the final lists of beneficiaries will be published on the City Council’s institutional website and on its electronic notice board.
