El Alto Tiétar announces three permanent positions for clean point laborers

The Mancomunidad de Servicios del Alto Tiétar has approved the rules and the call for applications to fill three permanent positions for clean point operator laborers through a competitive examination process (concurso-oposición). The Presidential resolution authorizing the process is dated August 24, 2026, and the announcement is published in the Official Gazette of the Province of Ávila, number 180, corresponding to September 17, 2026, with reference number 1797/26. The deadline for submitting applications will be 20 business days starting from the day following the publication of the announcement in the Official State Gazette.

Regulatory Framework and Origin of the Positions

The positions are part of the execution of the Public Employment Offer approved by Presidential Resolution on February 6, 2026, and published on February 12, 2026, within the stabilization process derived from Law 20/2021, of December 28, on urgent measures for the reduction of temporary employment in the public sector. The administrative file for the call is 95/2026, and the rules are governed, among other regulations, by the consolidated text of the Law of the Basic Statute of the Public Employee approved by Royal Legislative Decree 5/2015, of October 30.

The characteristics of the vacant structural position are as follows:

• Designation: CLEAN POINT LABORER-OPERATORS.
• Regime: General Social Security.
• Unit: clean point operator, professional group, group IV of the mancomunidad’s labor personnel agreement.
• Required qualification: Graduate in Secondary Education, General Basic Education, or Vocational Training as a Technician (intermediate level).
• Number of vacancies: 3.
• Working day: full-time, split or continuous depending on service needs.
• Selection system: competitive examination (concurso-oposición).

Requirements and Job Functions

In addition to the academic qualification, applicants must prove they hold the professional certificate in Urban and Industrial Waste Management, code SEAG0108, level 2. Spanish nationality is also required—or that of a member state of the European Union under the terms of article 57 of the Basic Statute—as well as functional capacity, being at least sixteen years of age without exceeding the maximum compulsory retirement age, and not being disqualified or dismissed through disciplinary proceedings from any public administration.

The assigned functions are those typical of the person in charge of managing the clean point of the corresponding municipality:

• Collection, weighing, and transport of waste.
• Management and maintenance of the facilities in appropriate conditions.
• Sending administrative documents to the central office.
• Collaboration in the transport of waste and in the cleaning and maintenance of vehicles.

Tests, Scoring, and Submission of Applications

The competitive examination phase will be held before the merit phase and will consist of a multiple-choice questionnaire of 30 questions with three alternative answers, based on the syllabus in the annexes. Each correct answer is worth 1 point, errors subtract 0.33, and unanswered questions do not score; 15 points must be achieved to pass. The merit competition adds up to 20 points: 15 for professional experience in city councils or associations of municipalities in the same category (0.15 points per month) and 5 for training, with specific valuations for occupational risk prevention courses and the driver’s license. The maximum final score is 50 points.

Applications, according to the model in Annex I, shall be addressed to the president of the association of municipalities and submitted to the General Registry within a period of 20 business days, excluding Saturdays, Sundays, and holidays, or through any of the channels specified in article 16.4 of Law 39/2015, of October 1. Subsequent announcements will be published in the Official Provincial Gazette and on the electronic headquarters of the association of municipalities. Against the rules, which exhaust the administrative route, an optional appeal for reversal may be filed within one month or a contentious-administrative appeal before the Contentious-Administrative Court of Ávila within two months. The announcement appears signed in La Adrada on September 7, 2026, by the president, Juan José Tomás Esteban.

The call for applications reinforces stable public employment in a region where the clean point service depends on the association’s own personnel. Applicants who do not pass the selection process may be integrated into a specific temporary labor personnel pool, ordered by the score obtained, which opens an additional hiring route to cover specific needs of the service.
