Eivissa aprova les bases definitives per atorgar tretze noves llicències d'autotaxi

The Plenary of the Ibiza City Council definitively approved on October 26, 2026, the regulatory bases for the granting of thirteen municipal taxi licenses, six of which correspond to vehicles adapted for the transport of people with reduced mobility (eurotaxi). The agreement is published in the Official Gazette of the Balearic Islands (BOIB) no. 137, of October 27, 2026, under file number 41653/2022 and reference 10723, and opens the procedure for interested parties to submit their applications.

The call culminates a process started months ago: the Plenary had initially approved the same bases on August 4, 2026, and submitted them for public information for 30 days, according to the announcement published in BOIB no. 100, of August 11, 2026. The document now published bears the signature of the delegated councilor Rubén Sousa Muñoz, dated October 26, 2026.

The regulatory framework supporting the call is Law 4/2014, of June 20, on land transport and sustainable mobility of the Balearic Islands; Decree 6/2026, of February 20, which regulates taxi services and vehicle rental with driver; the Regulatory Regulation of the public taxi service of the municipality of Ibiza, and Law 39/2015, of October 1, on the common administrative procedure.

Twenty-day deadline and submission channels

Applications must be submitted within a period of 20 business days starting from the day after the publication of the announcement in the BOIB. If the last day of the deadline falls on a Saturday or holiday, it is extended until the following business day.

  • General Registry of the Ibiza City Council, at Canàries Street, 35.
  • Electronic registry through the municipal electronic office, with publication also on the municipal website.
  • Mandatory electronic submission for the subjects determined in article 14.2 of Law 39/2015.
  • Means specified in article 16.4 of the same regulation are also admitted.

Once the deadline has closed, within the following fifteen business days, the list of admitted applicants with the provisional score will be sent to the BOIB, so that professional associations of entrepreneurs and workers can file appeals. The evaluation is carried out by a Technical Board chaired by the mayor and composed of three councilors from the Government team and a municipal technician.

Two rounds and award criteria

The procedure reserves the main round for salaried drivers and self-employed family members of license holders in the municipality, who must prove full dedication and a valid municipal driver’s permit. The open competition, open to natural and legal persons, only applies to the licenses that are not covered in the first round.

In the restricted turn, continuous seniority as a salaried driver for Ibiza licenses prevails, computed in contributed days until the start of the term; it is interrupted if the profession is abandoned for six months or more. In the open competition, the following score:

  • 2 points per year or fraction of service as a salaried employee of a holder with a municipal license.
  • 2.5 points for each English, German, or French language qualification, up to a maximum of 5 points.
  • 2 points for being unemployed for more than twelve months.
  • Public draw in case of a tie.

Fee of 180,000 euros and obligations of the holder

The award requires the payment of a fee of 180,000 euros, which decreases to 160,000 euros in the case of eurotaxis. The license is indefinite, except in cases of resignation or the provided causes for expiration and revocation, such as failure to pass the technical inspection, absence of an insurance policy, or unauthorized transfer.

The awardees will have 30 business days to provide the vehicle documentation and pay the fee, and must start the service within a maximum of 60 calendar days from notification. Ceasing to provide the service for 30 consecutive days or 60 alternating days in a year may also lead to expiration.

Technical requirements for the six eurotaxis

Adapted vehicles must comply with Standard UNE 26494, Royal Decree 1544/2007, and Law 8/2017 on universal accessibility of the Balearic Islands, in addition to the requirements of Decree 6/2026 regarding environmental classification and maximum age. The technical annex establishes, among other parameters:

  • Minimum access opening height for wheelchairs: 1,300 mm (recommended 1,350 mm).
  • Minimum opening width: 700 mm (recommended 800 mm).
  • Minimum accommodation area: 1,200 mm in length by 700 mm in width.
  • Anchoring of the chair to the chassis and a three-point belt for the passenger.
  • Rates written in Braille and a ramp with a maximum slope of 30%.

The call directly affects the Ibiza taxi sector, which faces a fleet expansion with specific reserves for reduced mobility and a high entry cost. The deadlines are short and the result will depend on the seniority accredited by local drivers, so the process will reorder access to the profession on the island over the coming months.
