Education and Racing sign an agreement to boost Vocational Training

The Government of Cantabria, through the Ministry of Education, Vocational Training and Universities, and the Real Racing Club Foundation have signed a collaboration agreement to promote and boost Vocational Training in the autonomous community. The Official Gazette of Cantabria publishes this Monday, September 28, 2026 (BOC no. 186) the Resolution of September 22, 2026 providing for its publication, with official reference CVE-2026-7466. The agreement was signed in Santander on September 17, 2026.

The agreement is based on article 163 of Law 5/2018, of November 22, on the Legal Regime of the Government, the Administration and the Institutional Public Sector of the Autonomous Community of Cantabria, and its effectiveness is subject to publication in the gazette. The execution was authorized by Agreement of the Governing Council of August 27, 2026, and the publication resolution bears the signature of the general secretary, Marina Rugama Guerrero.

The signatories and the regulatory framework

• For the regional Administration, Sergio Silva Fernández, Minister of Education, Vocational Training and Universities, by virtue of Decree 7/2023, of July 7.
• For the private entity, César Anievas Gómez, director of the Real Racing Club Foundation, with NIF G39762935, appointed by agreement of the entity on June 5, 2025, and with address at calle Real Racing Club s/n, 39005 Santander.
• The foundation has been registered in the Registry of Foundations of Cantabria since February 9, 2013.

The text invokes Organic Law 3/2022, of March 31, on the organization and integration of Vocational Training; Organic Law 2/2006, of May 3, on Education; Royal Decree 659/2023, of July 18; Decree 4/2010, of January 28, on the general organization of VT in Cantabria; and orders ECD/20/2017 and ECD/29/2017, which regulate Dual VT and the Training in Work Centers and Project modules.

What the Real Racing Club Foundation provides

The foundation, defined in the agreement as a third-sector entity dedicated to social action, sports and inclusion, commits to nine actions:

• Collaborate in the training of Vocational Training (FP) students from professional families linked to the entity, both in general and intensive regimes.
• Facilitate the participation of company experts in the educational system through visits and talks.
• Organize meetings between educational professionals from related sectors.
• Promote communication between FP teaching staff and its workers.
• Collaborate in actions to foster the entrepreneurial spirit in the centers.
• Provide specialized personnel for the techniques required by the training programs.
• Collaborate in educational activities for students of compulsory secondary education (ESO), Baccalaureate, and FP.
• Make facilities and necessary means available to the students.
• Collaborate in the evaluation of the training programs developed within the company.

What the Department provides

For its part, the Department of Education, Vocational Training and Universities will develop awareness actions to promote Vocational Training, with special attention to the intensive modality; it will call for training stays in companies for the scientific-technical updating of the teaching staff; it will promote entrepreneurship as a transversal concept; and it will design a training offer adapted to the real hiring needs of Cantabrian companies.

Validity, monitoring and Social Security

The agreement will have a duration of five years from the signing, extendable for up to four additional years by express agreement communicated at least three months prior to expiration, and must be registered in the Regional Electronic Registry of Agreements within 15 days of its subscription. A Monitoring Commission of four members is created, two for each party, with the possibility of one advisor with a voice but no vote per entity.

The training internships covered by the agreement determine the inclusion of students in the Social Security system from January 1, 2024, in accordance with the fifty-second additional provision of Royal Legislative Decree 8/2015, of October 30. Expenses will be charged to the budget item 09.05.324A.481 for the year 2026. The text also includes clauses on occupational risk prevention, data protection in accordance with Regulation (EU) 2016/679 and Organic Law 3/2018, institutional publicity, and dispute resolution before the contentious-administrative jurisdiction.

The agreement opens a stable channel of collaboration for educational centers and Vocational Training students in Cantabria with a leading sports entity in the community, aimed at completing practical training in companies and improving the labor insertion of students.
