Educación renueva los vocales del Consejo Escolar de Canarias

The Minister of Education, Vocational Training, Physical Activity and Sports, Hipólito Alejandro Suárez Nuez, has ordered the dismissal of Moisés Domínguez Llanos and Gabriel Escribano Cobo as full and substitute members of the Canary Islands School Council, representing the Educational Administration, and the appointment of Iván Hernández Suárez and Carlos José Da Mata Martín to those same positions. The decision is formalized through the Order of September 18, 2026, published in the Official Gazette of the Canary Islands (BOC) No. 196, of September 30, 2026, section II (Authorities and personnel), p. 35657. The text is dated September 18 and is signed in Las Palmas de Gran Canaria by the head of the department.

The agreed dismissals

The Order resolves, in its first point, to dismiss Moisés Domínguez Llanos and Gabriel Escribano Cobo as full and substitute members, respectively, of the Canary Islands School Council, representing the Educational Administration.

Both had been appointed to those positions through Order No. 794/2024, of October 23, by the Minister of Education, Vocational Training, Physical Activity and Sports, which is now replaced regarding these two representatives of the aforementioned sector.

The new representatives

The appointment proposal came from the Vice-Minister of Education, dated September 17, 2026, and consists of two designations:

  • Iván Hernández Suárez, full member of the Canary Islands School Council.
  • Carlos José Da Mata Martín, substitute member of the Canary Islands School Council.

Both will exercise their representation on behalf of the Educational Administration, the sector to which the two memberships affected by this renewal belong.

The resolution is based on article 6.1.f) of Law 4/1987, of April 7, on School Councils, and article 6.f) of the Regulation of Organization and Operation of the Canary Islands School Council, approved by Decree 36/2003, of March 24, which reserve two memberships of the body for the Educational Administration.

The dismissal of these members occurs by order of the head of the Department competent in education matters, in accordance with articles 17.1.c) of the aforementioned law and 11.1.d) of the regulation; the power to make the appointments likewise corresponds to the minister according to article 14 of Law 4/1987 and article 9 of Decree 36/2003.

The processing is completed in accordance with Article 58 of Law 4/2023, of March 23, on the Presidency and the Government of the Canary Islands; Article 33 bis of Law 14/1990, of July 26, on the Legal Regime of the Public Administrations of the Canary Islands, and Article 5.1 of the Organic Regulation of the Ministry of Education, Vocational Training, Physical Activity and Sports, approved by Decree 84/2024, of June 10.

Appeal Periods

The Order exhausts the administrative route, therefore the following may be filed against it:

  • Appeal for reversal (recurso de reposición) before the Minister of Education, Vocational Training, Physical Activity and Sports, within one month of its publication, pursuant to Articles 123 and 124 of Law 39/2015, of October 1.
  • Contentious-administrative appeal, within two months, before the Contentious-Administrative Chamber of the High Court of Justice of the Canary Islands, based in Santa Cruz de Tenerife.

If the appeal for reversal is chosen, the jurisdictional route may be pursued thereafter within two months from the notification of its express dismissal or from the lapse of one month without a resolution.

The renewal of these two memberships affects the composition of the main advisory and participation body of the educational community in the archipelago, such that the new representatives of the Educational Administration will participate in the opinions and reports that the Council issues regarding the regulations and school policies of the Canary Islands.
