Por FactBox Admin

The Ministry of Education, Science and Technology recognized the academic validity of the degree of Bachelor in Technology and Administration and Human Resources Development obtained by Raquel Eunice Funes Portillo at Galileo University, in the Republic of Guatemala. The decision is contained in Executive Agreement No. 15-1430/2026, published in the Official Gazette Volume No. 453 on October 1, 2026, page 3, with Registry No. F49629. The recognition does not by itself enable professional practice in the country, which must be processed before the corresponding authority.
The agreement was signed by Minister Karla Edith Trigueros on July 30, 2026, in the District of San Salvador, Municipality of San Salvador Centro. The file was processed in the Management of Registry, Incorporations and Legal Advice for Higher Education, under the National Directorate of Higher Education, which issued a favorable opinion on July 15, 2026, after examining the documentation submitted by the applicant.
The resolution is based on article 38 numeral 12 of the Internal Regulations of the Executive Branch, articles 11 and 20 of the Higher Education Law, and articles 3, 9, 10, and 19 numeral 1 of the Special Regulations for Incorporations.
The four points resolved by the agreement
Executive Agreement No. 15-1430/2026 contains a resolutive part consisting of four numerals:
- Recognize the academic validity of the bachelor’s studies completed by the professional in the Republic of Guatemala.
- Consider her incorporated in El Salvador as a Bachelor in Technology and Administration and Human Resources Development.
- Specify that the executive agreement does not constitute any authorization for professional practice, a procedure that must be managed before the corresponding authority.
- Set the entry into force eight days after its publication in the Official Gazette, that is, on October 9, 2026.
The original degree and a difference in names
The degree was obtained on May 22, 2024, at Galileo University, as stated by the agreement itself in its preamble. In that same section, the applicant appears identified as Raquel Eunice Funes de Mancía, while the resolutive part lists her as Raquel Eunice Funes Portillo, the name under which the incorporation is ordered.
The text does not detail the hourly load, the study modality, nor the curricular plan of the program taken in Guatemala; the assessment was based on the documentation provided and the technical opinion of the Management of Registry and Incorporations.
The 1962 convention that supports the process
The recognition is based on the Convention on the Practice of University Professions and Recognition of University Studies, signed by El Salvador on June 22, 1962, ratified by the Legislative Assembly on May 25, 1964, and published in the Official Gazette No. 96, Volume No. 203, on May 28, 1964, an instrument that the agreement declares in force.
This type of resolution is frequent in the executive body section of the bulletin: between August 7 and October 1, 2026, about twenty incorporation agreements by recognition were published, with degrees obtained in Mexico, Brazil, Cuba, Honduras, Nicaragua, Costa Rica, the United States, and Guatemala. That of Raquel Eunice Funes Portillo is the only one in the period that refers to Galileo University.
What it implies for professionals trained outside the country
The case confirms that the path of incorporation by recognition continues to operate for university degrees obtained abroad, with a procedure that combines the technical opinion of the National Directorate of Higher Education and the signature of the head of Education. It also makes the limit clear: academic incorporation and the authorization to practice are two distinct steps, and the second requires an additional procedure before the competent authority.
For readers with studies completed outside of El Salvador, the useful precedent lies in the documented sequence: application to the Registry and Incorporations Management, favorable opinion, executive agreement published in the Official Gazette, and validity eight days after that publication.
