Por FactBox Admin

The General Directorate of Innovation and Educational Inclusion has ordered a census evaluation of the social, economic, cultural, and educational context of students in the Comunitat Valenciana, which will be carried out through an anonymous questionnaire between October 26 and December 18, 2026. The resolution, signed on September 30, 2026, by the general director María del Rosario Escrig Llinares, is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10469, of October 13, 2026 (reference 2026/31822).
Regulatory framework and purpose
The measure is adopted under articles 141 and 142.3 of Organic Law 2/2006, of May 3, on education, as amended by Organic Law 3/2020, of December 29, and in exercise of the powers of article 11 of Decree 68/2026, of May 4, of the Consell, approving the Organic and Functional Regulations of the Department of Education, Culture and Universities.
According to the published text, the purpose is to obtain information about the educational, family, and social environment to identify relevant contextual factors and provide evidence for the knowledge and monitoring of the educational reality, as well as to plan measures aimed at improving the quality and equity of the educational system. The Administration justifies the initiative based on evidence accumulated over decades, which associates the socioeconomic and cultural context with academic performance, retention in the educational system, and access to subsequent training itineraries.
Scope: census nature and affected courses
The evaluation extends to public, semi-private (concertados), and private educational centers in the Comunitat Valenciana and will be census-based. Students enrolled in the following will participate:
- Third and sixth grade of Primary Education.
- Second and fourth year of Compulsory Secondary Education.
- Second year of Bachillerato.
- Second year of Basic Vocational Training.
Anonymous questionnaire and electronic completion
The instrument will be a context questionnaire with closed-ended and short-answer questions, common for all participating students, with accessibility adaptations that may not alter its content or purpose. The questionnaires will be anonymous, as they will not include information that identifies the students; therefore, personal data protection regulations are not applicable.
Students will complete it electronically through the platform enabled by the regional ministry, using a link and an individual access code that will not contain identifying data. The center’s management will organize, coordinate, and supervise the completion; the tutoring staff will provide the keys, and the questionnaire will be answered during school hours and under the supervision of the teaching staff. The Education Inspectorate will ensure compliance with the resolution.
Calendar, effects, and appeal
- Completion period: from October 26 to December 18, 2026, both inclusive.
- The general directorate competent in educational evaluation may modify or extend the period due to technical, organizational, or force majeure circumstances, communicating this via official email to the centers.
- Effects: from the day following its publication in the DOGV.
- Administrative appeal before the Autonomous Secretariat of Education within one month, in accordance with articles 121 and 122 of Law 39/2015, of October 1.
The evaluation will allow the regional ministry to have homogeneous and comparable indicators regarding the living conditions, cultural and material resources, and the family environment of the students, information that influences the allocation of resources and the design of equity policies. For families and centers, the process translates into an anonymous survey that will be completed entirely during school hours and without associated personal data.
