Education authorizes 16 VET advisors and denies three requests
Por FactBox Admin

The Department of Education of the Regional Government of Castilla y León has granted national accreditation to 16 individuals as advisory and evaluation personnel in the procedures for the evaluation and accreditation of professional competencies acquired through work experience or non-formal training channels. The measure is formalized in Order EDU/1035/2026, of October 6, published in the Official Gazette of Castilla y León no. 198, of October 13, 2026 (reference BOCYL-D-13102026-198-11). The same resolution denies accreditation to three other applicants.
The framework for the decision is Royal Decree 659/2023, of July 18, which develops the organization of the Vocational Training System and reserves advisory and evaluation tasks for those who have been accredited by the competent administrations; Article 187 requires proof of experience within specific groups. The procedure was announced through Order EDU/1935/2022, of December 22, which was open and permanent, and the accreditation proposal was formulated by the Directorate General for Vocational Training and Special Regimes. The order bears the signature of the Minister of Education, María Pardo Álvarez, and is dated in Valladolid on October 6, 2026.

The accreditations are concentrated in eleven professional families, with Commerce and Marketing being the most represented with three people, followed by Healthcare, Computing and Communications, and Hospitality and Tourism, with two each.
Three applications denied due to lack of teaching qualification
Annex II lists the denied authorizations, all due to cause 1 provided for in the third section of Order EDU/1935/2022, of December 22: not having teaching attribution in the professional family or families for which authorization is sought and, at least, four years of teaching experience imparting modules associated with professional qualifications of said families.
- Genoveva Ángeles Guerras Rapado (IMP–Personal Image).
- Yolanda de las Heras Sánchez (ADG–Administration and Management).
- Juan Sierra Morán (AGA–Agricultural and FME–Mechanical Manufacturing).
National character, publicity, and means of appeal
According to section six.3 of the call order, the authorization is of a national nature and the authorized persons are integrated into the advisory and evaluation network of Castilla y León, under the terms of article 14 of Order HAC/1605/2011, of December 29, which develops the management of the procedure and its organizational structure.
The order is published in the Official Gazette of Castilla y León and is disseminated on the same day on the electronic headquarters of the regional Administration and on the Lifelong Learning thematic website of the Education Portal. Against the resolution, which ends the administrative route, an optional appeal for reversal may be filed within one month before the Counselor of Education or, directly, a contentious-administrative appeal within two months before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León; both periods are counted from the day following publication.
The resolution expands the pool of accredited professionals to certify competencies acquired at work, a key procedure for Vocational Training teachers and for workers without academic qualifications seeking official recognition of their experience. The reinforcement of the advisory and evaluation network determines the Community’s capacity to meet the demand for accreditations in sectors such as industry, healthcare, or services.
