Educación expide el reglamento de ejecución del Plan Los Ángeles 2025-2028

The Ministry of Education, Sport and Culture issued the Execution Regulations for the Investment Project “Los Angeles High Performance Plan 2025-2028” through Resolution No. MINEDEC-VD-2026-0221-R, signed on August 12, 2026, and published in the Seventh Supplement of the Official Registry No. 385 on Wednesday, October 7, 2026. The instrument establishes the rules for application, permanence, and exclusion of athletes, as well as the amounts for the monthly economic stimulus and prizes for sporting achievements.

The resolution is based on Article 381 of the Constitution and the Organic Law of Sport, Physical Education and Recreation, and develops the delegation arranged by Minister Gilda Natalia Alcívar García through Agreement No. MINEDEC-MINEDEC-2026-00063-A, dated August 6, 2026, which ordered the Vice Ministry of Sport to issue the project’s instructions and regulations within 30 days. The regulations are attached as an annex to the resolution, were prepared by the High Performance Sport Directorate, reviewed by its director Martha Malla Heras, and validated by the Undersecretary of Sport Eduardo González Restrepo; the document bears the signature of the acting Vice Minister of Sport Miguel Angel Landazuri Bustos.

The project is executed under CUP 91480000.0000.389990, with a term from January 1, 2025, to December 31, 2028, and a total amount of USD 78,149,578.47. For the current fiscal year, a reallocation of USD 5,600,000.00 was recorded (Memorandum MINEDEC-CGAF-2026-02234-M, dated July 13, 2026), and the priority update ruling was issued by the Undersecretariat of Planning on July 5, 2026.

Three components and four sports groups

The regulations organize the project into three components: preparation and participation of athletes in international events; sports structure, technical team, and provision of goods and services; and transparent resource allocation mechanisms. Sports are classified into groups A, B, C, and D based on their international results, with priority support for group A.

  • Group A: athletics (race walking), cycling (road), equestrian (dressage), weightlifting, and freestyle wrestling, plus athletics for people with disabilities.
  • Group B: athletics (track and field), boxing, judo, Greco-Roman wrestling, skating, modern pentathlon, and Olympic shooting.
  • Group C: 17 conventional sports, including bowling, canoeing, climbing, karate, swimming, surfing, taekwondo, and triathlon.
  • Group D: recognized disciplines that do not meet the criteria of the previous groups.

Monthly stimulus: from USD 230 to USD 3,680

Component 3 establishes 13 categories of monthly economic stimulus, calculated based on the 2024 Unified Basic Salary (USD 460.00):

  • OLYMPIC: 8 SBU, USD 3,680.00
  • WORLD: 7.5 SBU, USD 3,450.00
  • DIPLOMA: 7 SBU, USD 3,220.00
  • LEVEL 7: 6.5 SBU, USD 2,990.00
  • LEVEL 6: 6 SBU, USD 2,760.00
  • LEVEL 5: 5.5 SBU, USD 2,530.00
  • LEVEL 4: 4 SBU, USD 1,840.00
  • LEVEL 3: 3 SBU, USD 1,380.00
  • LEVEL 2: 2 SBU, USD 920.00
  • LEVEL 1 and DE-TRAINING: 1 SBU, USD 460.00
  • BASE: 0.5 SBU, USD 230.00
  • SPECIFIC SUPPORT: USD 0.00

Payment is made in arrears, requires 100% attendance to the training plan and, from Level 1, affiliation and contributions to the IESS for adult athletes. Sports organizations and beneficiaries must sign a “Commitment Letter” as an indispensable requirement for participation.

Achievement Awards and the Role of CEDAR

Incentives for achievement or results are paid in dollars: Olympic or Paralympic gold USD 150,000, silver USD 125,000 and bronze USD 100,000; World Games USD 50,000; Deaflympics USD 25,000; absolute world championship USD 10,000; Pan American and Parapan American Games USD 5,000. Olympic and Paralympic diplomas from fourth to eighth place receive between USD 40,000 and USD 20,000. Coaches have access to 10% of the individual stimulus in Olympic and Paralympic Games, and 20% in the Deaflympics.

The High Performance Sports Evaluation Committee (CEDAR) serves as the central body: it defines inclusions, automatic promotions and demotions, suspensions, and exclusions. It is composed of seven members per sector—conventional and disability—is presided over by the Undersecretary of Sport and meets every four months; a quorum is reached with four members and suspensions cannot exceed two months. Its decisions are not subject to appeal.

The regulation turns the Los Angeles Plan into the operational framework for Ecuadorian high-performance sports until 2028: it defines who enters, how much they receive and under what conditions, with CEDAR as the deciding instance and budget availability as the limit. For athletes, federations, and committees, the text published today is the mandatory reference for applications, recategorizations, and stimulus claims.
