Education calls for the CoDiCe TIC certification for the 2026/2027 academic year

The Department of Education of the Junta de Castilla y León has announced the procedure for obtaining the “CoDiCe TIC” digital competence level certification in non-university educational centers supported by public funds of the Community during the 2026/2027 school year. The call is formalized through Order EDU/942/2026, of September 16, published in the Official Gazette of Castilla y León no. 187, of September 25, 2026 (reference BOCYL-D-25092026-187-17). The application period runs from September 28 to October 23, 2026, both inclusive.

Regulatory Framework and Scope

The order is issued under Order EDU/600/2018, of June 1, which regulates the certification procedure and whose article 2.1 requires an express call from the department competent in education matters. The resolution also invokes the powers of Law 3/2001, of July 3, of the Government and Administration of the Community of Castilla y León.

The certification will be granted in one of the five levels provided for in article 2.3 of Order EDU/600/2018. Participation requires prior notification to the faculty and the school council of the center, and the application must be submitted by the head of the center exclusively via electronic means, using an electronic ID (DNIe) or a recognized digital certificate.

Three Participation Modalities

• Modality A, “Granting of certification”: for centers without certification or those that have maintained the same level for four consecutive school years.
• Modality B, “Improvement of certification level”: for centers aspiring to a higher level than that obtained in the calls of orders EDU/937/2024, of September 23, and EDU/1051/2025, of September 18. A level lower than the previous one will never be granted.
• Modality C, “Renewal of certification level”: for centers that, maintaining the same circumstances, wish to renew the same level obtained under Order EDU/937/2024 for two more school years.

Calendar, Evaluation, and Resolution

After the deadline closes, the provisional lists of admitted and excluded applicants will be published on the notice boards of the provincial education directorates, with five days allowed for appeals. Centers admitted in modalities A and B must complete an online self-assessment questionnaire between November 3 and November 27, 2026, and will subsequently receive a visit from an expert technical team that will verify the evidence and issue an assessment report.

The annex details the questionnaire, which scores the center’s trajectory up to 10 points and evaluates eight weighted areas: management, organization, and leadership (10%); teaching and learning processes (15%); training and professional development (15%); evaluation processes (15%); contents and curricula (15%); collaboration, networking, and social interaction (10%); infrastructure (10%); and digital security and trust (10%). The accreditation of digital competence for at least 50% of the faculty in accordance with Order EDU/247/2023, of February 23, is also assessed.

The call will be resolved by the Minister of Education, María Pardo Álvarez, upon the proposal of the Director General of Innovation and Teacher Training, within a maximum period of six months from the day following the end of the application period. The certification will have a duration of two school years and will be effective from September 1 of the 2027/2028 academic year. An optional appeal for reversal may be filed against the order within one month, or a contentious-administrative appeal within two months.

Impact for the centers

The call regulates the access of public and semi-private (concertados) schools and institutes to a seal that accredits their degree of technological integration and conditions their participation in educational innovation projects. Accredited centers commit to participating in the training activities designed by the administration and to experimenting with new ICT resources and applications, such that the certification functions as a lever for teacher training and the modernization of the centers.
