Educación convoca el concurso estatal de traslados para siete cuerpos docentes

The Regional Ministry of Education, Science and Universities of the Community of Madrid has announced the state-level transfer competition for teaching bodies in non-university education. The call is published via the Resolution of October 20, 2026, of the General Directorate of Human Resources, in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID no. 265, of November 4, 2026 (official reference: BOCM-20261104-12), and opens the application period between November 5 and 26, 2026, both inclusive.

The procedure is supported by the sixth additional provision of Organic Law 2/2006, of May 3, on Education, and by article 7 of Royal Decree 1364/2010, of October 29, which establishes the biennial nature of these state competitions. The applicable procedural rules are those of Order EFD/1041/2026, of September 30. The Community of Madrid already held a regional-level competition during the 2025-2026 academic year, and therefore now activates the state call to fill organic staffing levels for the 2027-2028 academic year.

Seven bodies and up to 300 requests per application

The call applies to career and trainee civil servants of the following bodies:

  • Body of Teachers (Maestros)
  • Body of Professors (Catedráticos) and Body of Secondary Education Teachers
  • Vocational Training Technicians (body to be phased out)
  • Specialists in singular sectors of Vocational Training
  • Professors and Teachers of Official Language Schools
  • Professors and Teachers of Music and Performing Arts
  • Professors, Teachers and Workshop Masters of Plastic Arts and Design

Each applicant must submit a single application per body, exclusively electronically, and the number of requests may not exceed 300, regardless of the modality or type of position. The resolution deploys 31 annexes with the list of centers by Territorial Area Directorate, Spanish-English bilingual schools, centers with agreements with The British Council, adult education centers, special education centers, and centers of special difficulty, among others.

Assessment of merits and preferential rights

The assessment will be carried out using a single scale detailed in Annex 2, which weights seniority, academic and professional merits, membership in the body of professors (catedráticos), and training and professional development courses. The resolution recognizes preferential rights to a center and to a locality or zone, in addition to the right of concurrence, which allows a maximum of four civil servants from the same body to condition their participation on obtaining a joint destination within the Community of Madrid.

The valuation committees shall be appointed by resolution and, when there are insufficient volunteers, the full and substitute members shall be designated by public draw on the next business day following the closing of the period, at 12:00 p.m., at the headquarters of the General Directorate of Human Resources at number 30 Santa Hortensia Street, Madrid.

Urgent processing and calendar

The Department declares the urgent processing provided for in Article 33.1 of Law 39/2015, of October 1, and reduces the remaining deadlines by half, except for those regarding the submission of applications and the filing of appeals. Vacancies will be offered at least until December 31, 2026, and may be increased according to educational planning. Civil servants without a definitive destination are required to participate, with an ex officio assignment if they do not obtain a requested position.

The assumption of office at the new destination will be on September 1, 2027, with cessation at the center of origin on August 31. Definitive destinations are non-waivable and, against the resolution, which does not exhaust the administrative route, an administrative appeal (recurso de alzada) may be filed before the Vice-Department of Educational Policy and Organization within one month. The text appears signed by the Director General of Human Resources, Miguel José Zurita Becerril.

The competition mobilizes thousands of teaching civil servants seeking to change their destination or consolidate their position, and conditions the organization of the next academic year in Madrid’s public centers: those aspiring to transfer have barely three weeks to organize their requests and certify the merits that will determine their position on the scale.
