Education announces 74 vacancies for training advisors at ISMIE and CTIF

The Regional Ministry of Education, Science and Universities of the Community of Madrid has announced a merit-based competition for the temporary provision, via service commission, of 74 training advisor positions at the Higher Madrilenian Institute of Educational Innovation (ISMIE) and in the Territorial Centers for Innovation and Training (CTIF). The call is published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 221, dated September 16, 2026, through the Resolution of September 10, 2026, of the General Directorate of Human Resources (official reference BOCM-20260916-15). Interested teaching officials have a period of 10 business days, counting from the day following publication, to submit their application.

The call is based on Organic Law 2/2006, of May 3, on Education, which in its articles 102 and 103 establishes permanent teacher training as both a right and a duty. The regulatory development corresponds to Decree 60/2022, of July 13, which creates the ISMIE and organizes the permanent teacher training network, and to Order 4137/2024, of October 10, whose article 5 requires being a career official of the non-university teaching bodies with a minimum seniority of five years. According to the text, the filling of these positions responds to the need to ensure the execution of the action plans of the training centers and the continuity of their technical units and advisory teams.

Distribution of positions by destination

The 74 positions are divided between the central headquarters and the five territorial centers:

• ISMIE: 36 positions.
• CTIF Madrid-Capital: 10 positions.
• CTIF Madrid-East: 9 positions.
• CTIF Madrid-South: 8 positions.
• CTIF Madrid-North: 6 positions.
• CTIF Madrid-West: 5 positions.

Each applicant may apply for a maximum of three positions, indicating the order of preference for each in the application.

Requirements and submission of applications

Career officials of the non-university teaching bodies who, as of the end of the deadline, meet the following conditions may participate:

• Be stationed in the Community of Madrid and be in active service status.
• Not have been granted any service commission for the 2026/2027 academic year in an educational center or in another area of the educational administration.
• Prove a minimum seniority of five years as a career official in the teaching public service.
• Prove five years of teaching experience in non-university educational centers or other educational institutions.

Teaching staff who have received a negative evaluation from the Educational Inspection regarding the performance of their duties are excluded. Applications are processed exclusively electronically through the Community of Madrid portal, at the address https://sede.comunidad.madrid/oferta-empleo/asesores-formacion-2026, and must be accompanied by the supporting documentation of merits and the service record. Only merits completed and claimed by the closing date of the period will be considered.

Scale, selection committee and calendar

The assessment is carried out through a merit competition with two differentiated scales: Annex I for the CTIF positions, with a maximum score of 30 points, and Annex II for the ISMIE positions, with a maximum of 31 points. Merits include experience as a training advisor, experience as a Type A Technical Teaching Advisor, doctoral degrees, teaching digital competence, proficiency in foreign languages, and membership in the body of professors (catedráticos), which provides 3 points. In the event of a tie, priority will be given, in this order, to the score in specific sections of the scale, membership in the body of professors, greater seniority, and finally, an interview.

The Selection Committee will be chaired by the head of the General Directorate of Human Resources and will have the head of the Sub-directorate General of Innovation Programs and Teacher Training as secretary. The members will be the head of the General Directorate of Bilingualism and Quality of Teaching, the director of ISMIE, and a representative of the directors of the CTIF. After the closing of the period, the provisional list of admitted and excluded candidates will be published, with five business days for appeals, followed by the final list and the provisional list of selected candidates, who will have two business days to withdraw.

Appointment and duration

The selected candidates will be appointed on a secondment basis (comisión de servicios) for a period of two school years. Continuity during the second year will be conditional upon a positive assessment of professional activity by the center’s management and the Educational Inspection Service at the end of the first year. The secondment may end for legally provided causes, accepted resignation, or motivated revocation. An administrative appeal (recurso de alzada) may be filed against the resolution, which does not end the administrative process, before the Vice-Ministry of Educational Policy and Organization within one month. The resolution is signed by the General Director of Human Resources, Miguel José Zurita Becerril.

The call opens a significant internal mobility route for Madrid’s teaching staff: 74 positions within the lifelong learning network, with two-course contracts and a scoring system that prioritizes previous experience in the training centers themselves. The deadline is short—10 business days starting from September 17—and the processing is entirely electronic, meaning interested parties must prepare the supporting documentation of merits in advance.
