Education grants 148,200 euros to entities for diversity care

The Department of Education and Employment of the Government of La Rioja has granted ten subsidies to non-profit entities for the execution of programs within the framework of Diversity Support during the 2025-2026 academic year, for a total amount of 148,200 euros, and has denied one application. The decision is formalized in Resolution 41/2026, of April 15, of the General Directorate of Innovation and Educational Planning, published in the Official Gazette of La Rioja (BOR) No. 183, of September 23, 2026, section III, pages 16269 to 16272.

The regulatory framework of the call

The grants are governed by the regulatory bases established in Order EDC/9/2020, of February 19, and were called for via Resolution 13/2026, of February 10, of the Department of Education and Employment. The file was processed with the minutes of the Evaluation Commission of March 19, 2026, its report of March 20, the grant proposal of March 23, and the final resolution proposal from the Diversity Support Service of April 14, 2026, with a favorable report from the delegated audit office of the same date.

The expenditure is allocated from budget item 2025.GG.08.07.3211.480.01, and the resolution orders the cancellation of 1,800 euros, the difference between the authorized and the allocated credit. The document is signed in Logroño by the Director General of Innovation and Educational Planning, Fabián Martín Herce, and consists of four pages.

The beneficiary entities and their programs

Annex I details the distribution of the 148,200 euros among eight entities and ten programs:

• Asociación Pro-Infancia Riojana (APIR), NIF G26024067: support for students with specific educational support needs, 15,000 euros.
• Asociación Riojana para el Autismo (ARPA), NIF G26052183: classroom support program, 20,000 euros.
• Asociación Riojana para el Autismo (ARPA), NIF G26052183: program for students with Autism Spectrum Disorder, 20,000 euros.
• Asociación Riojana para el Síndrome de Down, NIF G26118216: educational care for people with specific educational support needs, 20,000 euros.
• Fundación privada Miguel de Montaigne, NIF G26245258: Llama program, 3,200 euros.
• Asociación riojana de familiares y amigos de niños con cáncer (FARO), NIF G26287268: PAED, “Ilumina una sonrisa” (Light up a smile) program, 20,000 euros.
• Asociación riojana de familiares y amigos de niños con cáncer (FARO), NIF G26287268: PSE, Educational Follow-up program, 20,000 euros.
• Asociación Riojana de Niños de Altas Capacidades (ARNAC), NIF G26392159: educational workshops, 3,000 euros.
• YMCA, NIF G28659308: improvement of basic competencies for socio-educational success, 15,000 euros.
• Cruz Roja Española, NIF Q2866001G: promotion of school success for students at risk of social exclusion, positive parenting, 12,000 euros.

One denied request

Annex II details the denial of the grant requested by the Asociación Riojana para el Autismo (ARPA), NIF G26052183, for the Expertos en el cole (Experts in school) program during the 2025-2026 school year. The reason cited is that the project does not fall within the activities eligible for subsidies provided for in Article 2.1 of Order EDC/9/2020, of February 19.

Justification, control, and appeals

Beneficiary entities must submit the economic justification of the expenses incurred in each subsidized activity, in accordance with Article 15 of Order EDC/9/2020, with a deadline of July 31, 2026, inclusive. Furthermore, they are subject to the verification actions established by the Department of Education and Employment.

An optional appeal for reversal may be filed against the resolution within one month before the same body that issued it, or a contentious-administrative appeal may be filed within two months.

The publication of this resolution closes the distribution of funds for the 2025-2026 academic year and confirms the weight of associations specializing in disability, autism, high capacities, and social exclusion in supporting students with specific needs. Schools in La Rioja that serve these students will have external programs funded by the educational Administration, although the amount granted remains below the requested budget in most cases.
