Por FactBox Admin

Official Registry No. 379, corresponding to Tuesday, September 29, 2026, published the “Agreement between the Republic of Ecuador, of the one part, and the European Union, of the other, on Cooperation between the European Union Agency for Law Enforcement Cooperation (EUROPOL) and the Competent Authorities of Ecuador in the Field of Combating Serious Crime and Terrorism”. The instrument begins on page 6 of the bulletin, under the heading “International Instrument”, managed by the Ministry of Foreign Affairs and Human Mobility. With this publication, the country incorporates into its regulations the framework that enables police cooperation with the European agency against serious crime and terrorism.
The bulletin, identified as Year II, No. 379, consists of 41 pages and is edited in Quito. The official summary organizes it into two blocks of the Executive Branch: an agreement from the Ministry of Public Health and the international instrument from the Ministry of Foreign Affairs and Human Mobility, which occupies the greatest number of pages in the issue.

Declared scope of the instrument
The official title delimits the object of the agreement to cooperation between EUROPOL and the competent Ecuadorian authorities in the field of combating serious crime and terrorism. The published designation identifies the parties as the European Union, of the one part, and the Republic of Ecuador, of the other, and places the subject matter within the scope of international police cooperation.
Other contents of the same bulletin
Official Registry No. 379 also includes, in the section of agreements of the Ministry of Public Health:
- Ministerial Agreement No. 00012-2026, dated September 15, 2026, which repeals Ministerial Agreement No. 00004-2026.
- The signing by Mgs. Juan Carlos Aveiga Parra, in his capacity as the highest authority of the Ministry of Public Health, in accordance with Executive Decree No. 446, dated July 10, 2026.
- The legalization of the dematerialization of the normative act, certified by Mgs. Diana Alejandra Reinoso Caicedo, Director of Document Management and User Service.
The copy closes with the editorial direction of the Official Registry, led by Mgs. Jaqueline Vargas Camacho, Acting Director, and with the note that the Plenary of the Constitutional Court, through Administrative Resolution No. 010-AD-CC-2019, mandated the free nature of the virtual publication of the Official Registry and the elimination of its paper edition.
The publication of the agreement with EUROPOL provides Ecuadorian security policy with a formal instrument of police cooperation with the European Union in two sensitive areas: serious crime and terrorism. For readers, the relevant fact is that the text is already part of the published legal framework and that its official Spanish version is kept under code UE110 in the Treaty Directorate of the MREMH, with full legal validity despite its electronic format.
