Economía impone cuota antidumping provisional de 68.60 dólares a bicicletas chinas

The Ministry of Economy imposed a provisional countervailing duty of 68.60 dollars per piece on imports of adult bicycles originating from China, through the “Preliminary resolution of the administrative anti-dumping investigation procedure on imports of adult bicycles originating from the People’s Republic of China, regardless of the country of origin,” published on October 12, 2026, in the Official Gazette of the Federation (No. 279/2026, pp. 36-107). The resolution was signed on September 28, 2026, by Secretary Marcelo Luis Ebrard Casaubon and will be in effect for six months.

The measure is issued during the preliminary stage of administrative file AD_08-25, filed with the International Trade Practices Unit of the Ministry of Economy. The procedure began on April 11, 2025, with the request from the National Association of Bicycle Manufacturers, A.C. (ANAFABI), Bicicletas Mercurio, Bicicletas Veloci, Distribuidora de Bicicletas Benotto, and Línea Siete; the investigation was declared initiated on August 13, 2025. The investigated period spans from January 1 to December 31, 2024, and the injury analysis period from January 1, 2022, to December 31, 2024.

The Ministry determined that Chinese imports were carried out with a price discrimination margin of 261.71 dollars per piece for the exporter Shenghong and other exporters from China. However, it applied a lower duty—68.60 dollars per piece—because Chinese imports account for an average of 94% of total imports and there are few alternative suppliers for the consumer, in addition to national production.

Injury to the national industry

The Ministry identified four manufacturers as the national production branch, which in the investigated and analyzed period represented 77% and 79% of the national production of adult bicycles:

  • Benotto
  • Bicicletas Mercurio
  • Bicicletas Veloci
  • Línea Siete

The request for investigation was supported by 98% of the total national production. Among the findings of the injury analysis are:

  • Investigated imports increased by 57% during the investigated period, and their share of apparent national consumption rose from 54.2% in 2023 to 61.5%.
  • Import prices were 27% below the national price during the investigated period and 37% in 2023.
  • National production fell by 34% and domestic market sales by 32% during the analyzed period; employment decreased by 29%.
  • The industry operated at a loss: the operating margin went from 7.7% in 2022 to -1.3% during the investigated period.
  • 27 industry customers reduced their national purchases by 9% and increased their imports originating from China by 26%.

Validity and Application

The quota will be applied in dollars per piece, to be settled in its equivalent in national currency, and its application corresponds to the Ministry of Finance and Public Credit throughout the national territory. Interested parties may guarantee payment in the forms provided for in the Federal Tax Code, and importers will not be obliged to cover it if they prove that the country of origin of the merchandise is other than China.

The resolution grants 20 business days to the appearing parties to present complementary arguments and evidence, and will enter into force the day following its publication in the Official Gazette of the Federation. It was also ordered to be communicated to ANAM and the SAT for the corresponding legal effects.

Market Impact

The quota immediately increases the cost of adult bicycles of Chinese origin, the main external supply of the Mexican market, and shifts pressure to the final consumer and importers such as CMA, Importacop, Tiendas Soriana, and Artículos Deportivos Decathlon, who opposed the measure. For the manufacturers grouped in ANAFABI, the provisional quota represents relief while the investigation concludes, the definitive result of which will determine if the protection is maintained.
