Durón aprueba inicialmente la ordenanza de vertidos de aguas residuales al saneamiento

The Durón City Council has initially approved the Ordinance on the discharge of wastewater into the municipality’s integrated sanitation system, along with its seven annexes. The agreement was adopted by the corporation’s Plenary in an ordinary session held on October 15, 2026, and is published in the Official Gazette of the Province of Guadalajara (BOP) number 200, dated Tuesday, October 20, 2026 (reference 2026_2733). With this publication, the public information process begins prior to the final approval of the regulation.

Initial approval in the Plenary of October 15

The text arrives in the Gazette with the plenary agreement already adopted and with its full official name: Ordinance on the discharge of wastewater into the integrated sanitation system of the municipality of Durón. The regulation is initially approved accompanied by seven annexes, as stated in the municipal announcement.

The City Council does not detail the material content of those seven annexes nor the articles of the ordinance in the announcement; the Gazette limits itself to identifying the agreement, the body that adopted it, and the applicable public exhibition regime. The complete file, containing the full text and annexed documentation, is what remains available to interested parties during the period for submitting allegations.

The announcement appears signed in Durón on October 16, 2026, by the mayor-president, Juan Ramírez García, one day after the plenary session and four days before its official publication.

Thirty business days for allegations

The procedure complies with Article 49 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime. The file is submitted for public information and hearing for interested parties under these conditions:

  • Period: thirty business days, counted from the day following the publication of the announcement in the BOP.
  • In-person consultation: City Council Secretariat, during public office hours.
  • Electronic consultation: municipal electronic office, https://duron.sedelectronica.es/, where the full text of the ordinance and its annexes will be available.
  • Purpose: to examine the file and present any claims and suggestions deemed appropriate.
  • Effect of silence: if no claims or suggestions are presented within the period, the approval agreement will be understood as definitively adopted without the need for a new plenary agreement.

The combination of both channels—physical window and electronic office—allows access for both residents who visit the municipal Secretariat and those who operate electronically.

The same plenary and the rest of the municipal activity

The ordinary session of October 15 was not limited to the ordinance. On the same date, the Plenary initially approved the credit modification file number 2/2026, in the form of an extraordinary credit, for the amount of 2,407.97 euros, financed from the liquid treasury surplus for general expenses. This file, published in the same BOP number 200 (reference 2026_2734), provides funding for the budgetary application 1532.46100 “Contribution to the Provincial Council for the 2026 Paving Plan” and is open for public inspection for fifteen business days in accordance with articles 169 and 177 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.

The City Council of Durón thus maintains two procedures open simultaneously, with different deadlines—thirty business days for the ordinance and fifteen for the economic file—both counted from the day following the publication of October 20.

Impact for sewerage users

The ordinance affects all users of the municipality’s integrated sanitation system, that is, the holders of discharges into the sewerage network, who will be governed by the conditions set by the new text and its annexes once the process is concluded. The allegations period is the only formal opportunity for residents, companies, and other interested parties to introduce changes before the regulation is definitively approved, whether by express resolution of the claims or by the mechanism of administrative silence.
