Drets Socials convoca les 16 vocalies d'entitats de la Taula d'Immigració

The Department of Social Rights and Inclusion has opened the public call to select the 16 members of the Permanent Commission of the Citizenship and Immigration Board who are to represent non-profit entities. The measure is formalized by Resolution DSI/3469/2026, of September 30, signed by Minister Raúl Moreno Montaña, and is published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9763, of October 2, 2026, with the reference CVE-DOGC-A-26273034-2026. Interested entities have 20 calendar days to submit their application.

The call implements article 6.4 of Decree 86/2008, of April 15, of the Citizenship and Immigration Board, which requires the selection of the entities represented on the Permanent Commission through a public process with evaluation and scoring criteria. The final criteria were established by the Plenary of the Board in the sessions of July 22 and September 21, 2026.

According to article 6.7 of the same Decree, the selection of the entities has a maximum validity of three years from the notification of the resolution, at which point a new public call must be made.

Eight members for each entity profile

The call distributes the 16 members into two groups of eight, in accordance with article 6.2 of Decree 86/2008:

  • Eight members for non-profit entities of a civic or social nature whose work has a significant impact in the field of migration (section c.2).
  • Eight members for entities composed significantly of migrated and/or racialized persons, provided that their objective is to defend the rights and interests of this collective and to monitor public policies (section c.3).

The call prioritizes a consolidated trajectory and continued activity in the field of migration, effective territorial implementation in Catalonia, and networking with the social and community fabric. It also values expertise in reception, equal opportunities, participation, community revitalization, social and political advocacy, and legal advice on immigration, as well as the incorporation of intersectional, anti-racist, human rights, and gender perspectives.

Deadline, application, and documentation

The submission deadline is 20 calendar days starting from the day after the publication of the Resolution in the DOGC. Applications are processed electronically through the standardized form of Tràmits Gencat, with a valid digital certificate from the systems admitted by Order VPD/93/2022, of April 28.

The required documentation includes:

  • Certificate from the entity’s secretary stating the number of associated members, contracted personnel, and open offices with their addresses.
  • Annual activity reports for the last three financial years, or those available if the entity is newer.
  • Proof of territorial implementation: agreements, collaboration accords, or participation in networks, federations, platforms, and boards.
  • Letters of support, endorsements, or certificates from administrations, universities, and social entities.

It is not necessary to provide the current statutes or the certificate of registry inscription when the information is available in a public registry. If the application has correctable defects, the managing body shall require the entity to correct them within 10 business days; if it fails to do so, it is understood that the entity withdraws, in accordance with article 68 of Law 39/2015, of October 1.

Evaluation Criteria and Evaluation Commission

Each candidacy is scored out of a maximum of 10 points. In the group of civic or social entities, the main weights are territorial implementation (up to 2 points), statutory purposes and sectoral expertise (up to 4 points), and the impact on the target population (up to 3 points). In the group of entities for migrated and/or racialized persons, the composition of the board of directors and the coordination team is valued (up to 2 points), the impact of the actions (up to 2 points), and the territorial scope of the activities across geographical areas such as Asia and the Pacific, Europe, America and the Caribbean, the Middle East and North Africa, and Western, Central, Eastern, and Southern Africa (up to 2 points).

The Evaluation Commission assesses the candidacies and submits the selection proposal to the head of the General Directorate of Migration and Refuge. The body is composed of the Sub-Directorate General of Migration and Refuge, which assumes the presidency, three members—inter-administrative coordination and institutional relations, the Committee for the Reception of Refugees, and territorial planning and support—and the secretariat of the Board.

Resolution, notification, and appeals

The resolution of the procedure corresponds to the General Directorate of Migration and Refuge and is notified via publication on the electronic Notice Board of the Generalitat Administration. The maximum term to resolve and notify is two months from the day after the end of the application period; after this period without an express resolution, the applications are understood to be rejected.

The selection resolution does not exhaust administrative remedies and may be challenged by an appeal for reversal (recurs d’alçada) before the Directorate General for Migration and Refuge or the Secretariat for Life Cycles and Citizenship within one month. Against the Call Resolution, which does exhaust administrative remedies, a contentious-administrative appeal may be filed before the High Court of Justice of Catalonia within two months, or an optional appeal for reconsideration (recurs potestatiu de reposició) before the Minister of Social Rights and Inclusion within one month. Selected entities must designate their primary and substitute voting members and communicate this to the Secretariat of the Permanent Commission; in the event of resignation, the membership will be assigned to the next entity in order of score.

The call renews a substantial part of the representation of the third sector and migrant groups in the advisory body that channels their dialogue with the Generalitat on immigration matters. The weight given to territorial implementation, the real impact of actions, and the presence of migrant and racialized people in the governing bodies of the entities will determine which voices will sit at the table for the next three years.
