Two passed in the internal promotion to the Technical Body of La Rioja

The Official Gazette of La Rioja number 209, dated October 29, 2026, publishes Resolution 2818/2026, dated October 27, from the General Directorate of Public Service, which makes public the final list of individuals who passed the competitive examination phase of the selection tests for the General Administration Technical Body via the vertical internal promotion system (FA.02/22-24). With this publication, the competitive examination phase is closed, and the period for appointment as civil servants in training is opened.

The selection process and its origin

The tests were convened through Resolution 2920/2025, dated December 18, from the Department of Finance, Public Governance, Digital Society, and Government Spokesperson, published in the Official Gazette of La Rioja number 247, dated December 22, 2025. The chosen system is vertical internal promotion, reserved for personnel already serving in the regional Administration.

The resolution now published is based on the list of successful candidates and the proposal for the appointment of civil servants in training formulated by the Qualifying Board dated October 19, 2026, in accordance with bases 8.1, 8.2, and 9.3 of the call. The act is issued under article 17, section d), of Decree 51/2023, dated July 14, which establishes the organic structure of the department, and in development of Law 3/2003, dated March 3, on the Organization of the Public Sector of the Autonomous Community of La Rioja.

Two successful candidates and their scores

Annex I of the resolution contains the final list, consisting of two people, with the breakdown of the competitive examination phase, the merit phase, and the total score:

• Raúl Martín Núñez: 37.05 points in the competitive examination phase, 30.78 in the merit phase, and a total of 67.83.
• Roberto Santamaría Solanas: 27.60 points in the competitive examination phase, 17.75 in the merit phase, and a total of 45.35.

Five business days to prove requirements

The resolution initiates a period of five business days, counted from the day following its publication in the gazette, for the successful candidates to present the required documentation. They must provide:

• Copy of the National Identity Document or the Foreigner Identification Number, unless verification through the data intermediation platform has been authorized.
• Copy of the affiliation document to the Social Security System, if applicable.
• Copy of the degree required in section 2.1.b of Resolution 2920/2025, or the document proving payment of the fees for its issuance.
• Sworn statement or promise of not having been dismissed through disciplinary proceedings from any public administration nor being disqualified.
• Medical certificate issued by the occupational risk prevention service of the General Directorate of Public Service, located at San Juan Pablo II Street, number 2, Logroño.
• Certification from the competent bodies regarding social services and compatibility, in the case of those proving a degree of disability equal to or greater than 33%.
• Negative certificate from the Central Registry of Sexual Offenders if the position involves regular contact with minors.

Processing must be carried out electronically through the website www.larioja.org/empleopublico. Those who already hold the status of career civil servant, interim civil servant, or labor personnel of the regional Administration shall not provide documents previously submitted to obtain that status, except for the certificate from the registry of sexual offenders, and must state their remuneration option during their status as civil servants in training as provided for in Royal Decree 456/1986, of February 10. Failure to submit the documentation, except in cases of force majeure, prevents appointment and nullifies the proceedings.

Next step and appeal process

Once the deadline has passed, the Official Gazette of La Rioja will publish the appointment as civil servants in training of those who have completed the process, indicating the start date of the training period. Against the resolution, which does not end the administrative route, an administrative appeal (recurso de alzada) may be filed before the Minister of Finance and Public Administration within one month, in accordance with article 52 of Law 4/2005, of June 1, and articles 112.1, 121, and 122 of Law 39/2015, of October 1. The document is signed by the Director General of Public Service, Ángel Sainz Yangüela.

The publication is of particular interest to the personnel of the Riojan Administration aspiring to consolidate their career through internal promotion, as it clears up the uncertainty regarding who proceeds to the training phase and sets the immediate calendar for appointments in the General Administration Technical Corps.
