Don Benito transfiere 155.000 euros de urbanismo y parques a tres pedanías

The Don Benito City Council has finalized the credit modification MC/TCPLENO/2026-01, an operation that withdraws 155,000 euros from the areas of urban planning, public lighting, and parks and gardens to finance actions in the districts of Hernán Cortés, El Torviscal, and Ruecas. The agreement was initially adopted by the Plenary in an ordinary session on September 28, 2026, and has now been published in the Official Gazette of the Province of Badajoz number 207, dated October 28, 2026, under announcement reference 4274/2026.

The operation is processed as a credit transfer between applications of different expenditure areas—the most restrictive modality of budgetary modifications—and affects the current budget of the Don Benito council. The announcement is supported by Article 169.3 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries, with reference to sections 2 and 3 of Article 179 of the same legal text.

The file had already passed the public information process via an announcement published in the Official Gazette of the Province of Badajoz number 188, dated October 1, 2026. As no claims were filed during that period, the plenary agreement is automatically finalized, as stated in the announcement itself.

Where the 155,000 euros come from

The reductions are concentrated in three investment-based budgetary applications:

  • Urban Planning. Infrastructure. Improvement of urban spaces (application 130 15100 61900): 80,000 euros.
  • Public Lighting. Machinery, installations, and tooling (application 130 16500 63302): 27,000 euros.
  • Parks and Gardens. Other replacement investments (application 160 17100 61912): 48,000 euros.

The total reductions amount to 155,000 euros, an amount that is fully reassigned to the chapter of transfers to smaller local entities.

Destination: Hernán Cortés, El Torviscal, and Ruecas

The credit increases are channeled through application 170 41401, under the designation “Conquest Settlement and smaller local entities. To smaller local entities,” and are distributed across three actions:

  • Action in Hernán Cortés (application 170 41401 76801): 55,000 euros.
  • Action in El Torviscal (application 170 41401 76802): 50,000 euros.
  • Action in Ruecas (application 170 41401 76803): 50,000 euros.

The amount of the increases matches that of the reductions, 155,000 euros, meaning the modification does not alter the overall volume of the municipal budget: it only redistributes spending between areas and territories. The three beneficiary districts receive a total of 155,000 euros, with 50,000 euros assigned to both El Torviscal and Ruecas.

Deadlines and appeal process

Against the final agreement, interested parties may directly file a contentious-administrative appeal, in accordance with articles 25 to 42 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction, as provided for in article 171 of the revised text of the Law Regulating Local Treasuries.

The announcement warns that the filing of said appeal shall not, by itself, suspend the effectiveness of the contested act, in application of article 171.3 of the same regulation. The document appears signed by the mayor, Elisabeth Medina Bravo.

The publication closes the administrative procedure for the modification and enables the city council to execute the payments in favor of the smaller local entities. For the residents of Hernán Cortés, El Torviscal, and Ruecas, the operation means that the 155,000 euros deducted from investments in the municipal center will be allocated to works and actions in their population centers, although the announcement does not detail the specific content of each intervention nor its execution schedule.
