The Provincial Council of Jaén opens the Woman, Talent and Entrepreneurship program

The Provincial Council of Jaén has approved the regulatory bases for the selection of participants for the “Woman, Talent and Entrepreneurship” program, a training, mentoring, and strategic accompaniment action aimed at women in the rural areas of the province. The call is published in the Official Gazette of the Province of Jaén number 176, dated September 10, 2026 (reference 2026/4220), following Resolution number 455, dated September 7, 2026, issued by the Deputy for Employment and Business, Luis Miguel Carmona Ruiz.

The program is part of the “Talentium-Empresa” project, promoted by the Employment and Business Area of the Council to address the demographic challenge and the fight against depopulation. It will be developed in an online format over 12 weeks (between September and November 2026) for a group of up to 15 participants, with the objective of enabling women to develop, validate, and launch viable entrepreneurial initiatives.

Target Audience and Priority Criteria

Unemployed women or those self-employed or employed by others, over 18 years of age, registered in any municipality of the province and registered on the Talent Bank platform, may participate. Selection will prioritize:

• Persons registered in municipalities and local entities with fewer than 20,000 inhabitants.
• Persons who have participated in international projects managed by the Council (Jaén+, Talentium Jaén) or in training and employment programs such as Proempleo or EPES.
• Young people under 35 years old or those over 45 years old, groups with higher unemployment rates in the province.

Training Content

The methodology will be practical, participatory, and collaborative, using digital tools and dynamics oriented toward the real application of knowledge. The itinerary is structured into four blocks:

• Entrepreneurial mindset: personal confidence, identification of strengths, and decision-making.
• Time management and productivity: planning, task prioritization, and execution habits.
• Communication and sales: value proposition, target customer, and commercial actions.
• Business structure and vision: business model, idea validation, and launch roadmap.

Evaluation, Deadlines, and Documentation

Applications should preferably be submitted through the Council’s electronic registry (sede.dipujaen.es) or at the General Registry, and the period will remain open from the publication on the project website (talentiumempresa.dipujaen.es) until the 15 spots are filled, with a waiting list of up to 15 people. The scoring reaches a maximum of 100 points:

• 50 points: personal interview (motivation, commitment, and teamwork).
• 20 points: registration (empadronamiento) in municipalities with fewer than 20,000 inhabitants.
• 20 points: being under 35 or over 45 years of age.
• 10 points: having participated in international projects or talent programs of the Provincial Council.

Along with the application (Annex I), a copy of the DNI/NIE, registration certificate, and a document proving employment status must be provided. Following the publication of the provisional list, a period of 5 calendar days for claims will be opened, and those who complete 100% of the itinerary (with a maximum of 10% justified absences) will obtain the “Trained Person” certificate.
