Provincial Council of Jaén opens 15 talent positions to combat depopulation

The Provincial Council of Jaén has approved the regulatory bases for the selection of participants for the “Jaén Talent Communities” 2026 program, part of the “Talentium-Empresa” project, with 15 places for unemployed persons. The call is published in the Official Gazette of the Province of Jaén number 176, dated September 10, 2026, pages 13411 to 13426.

The initiative stems from Resolution number 452, dated September 7, 2026, issued by the Deputy for Employment and Business, Luis Miguel Carmona Ruiz, in exercise of the delegation conferred by Resolution 269 of June 9, 2026. The objective is to address the demographic challenge and the fight against rural depopulation, generating labor insertion opportunities in the least populated municipalities of the province.

A program against the demographic challenge

The Talentium-Empresa project seeks to connect individuals from Jaén municipalities with local companies through talent communities, where job searching is activated using new techniques and tools aligned with the new labor paradigm. It is supported by the Talent Bank platform, a database of individuals and companies in the province that connects employment supply and demand.

The Provincial Council of Jaén acts under its own cooperation competence in promoting economic and social development attributed by Article 36 of Law 7/1985, of April 2, Regulating the Bases of Local Government. The selection will respect equal opportunities between women and men and the principle of accessibility, in accordance with Regulations (EU) 1303/2013 and 1304/2013.

Requirements and selection process

Unemployed persons who meet the following requirements may participate:

• Be at least eighteen years old.
• Be registered with the Andalusian Employment Service as a job seeker.
• Be registered on the Talent Bank platform.
• Be registered as a resident in any municipality of the province of Jaén.

Applications shall preferably be submitted through the Council’s electronic registry, and the period will remain open until the 15 places are filled. Candidates will be interviewed remotely and evaluated with a score from 1 to 30, with a minimum of 15 points required to obtain participant status, based on criteria of motivation, commitment, and teamwork.

Training and certification

The Talent Community will be developed in a hybrid format, combining online and in-person sessions, and will include a Thematic Day on Active Job Searching in various municipalities of the province. Those who complete 100% of the itinerary will obtain the diploma of “Person Trained in Local Active Job Search Techniques in Demographic Challenge Municipalities”, with only 10% justified absences permitted.

A reserve list of up to 15 people may be established to cover potential vacancies, and a 5-day claims period will be opened following the publication of the provisional list. All information is available on the project website, https://talentiumempresa.dipujaen.es/.

The call for applications reinforces the Provincial Council’s commitment to stabilizing the population in municipalities with fewer than 20,000 inhabitants, combining the labor insertion of the unemployed with the strengthening of the local business fabric.
