Provincial Council of Cádiz appoints three temporary technical advisors at 46,581 euros per year

The Provincial Council of Cádiz has arranged for the publication of the appointment of three technical advisors as temporary staff, with full-time dedication and an annual remuneration of 46,581.64 euros each. The decision corresponds to the Presidency of the provincial corporation and is formalized in the edict of the Area of Public Function and Human Resources disseminated in the Official Gazette of the Province of Cádiz no. 205, of October 23, 2026, under announcement number 346.403.

The framework: article 104.3 and the 2023 plenary agreement

The publication is carried out, according to the official text itself, “in compliance with the provisions of art. 104.3 of Law 7/1985, of April 2, Regulating the Bases of Local Government.” This provision requires the publication of appointments of temporary staff in the official provincial gazette.

The edict is further supported by the Plenary agreement of the Corporation dated July 5, 2023, which establishes the number, remuneration, and characteristics of the Provincial Council’s temporary staff. In other words, the three appointments conform to a temporary staff roster previously approved by the plenary, rather than an isolated decision.

The decrees supporting each designation are dated October 21, 2026, while the edict appears signed on October 20, 2026, by the president of the Provincial Council, Almudena Martínez del Junco.

The three appointments

The published positions are three Technical Advisor posts, all with full-time dedication and the same annual remuneration:

• Ascensión Hita Fernández, technical advisor, decree RPTPL-00508-2026, of October 21, 2026, 46,581.64 euros per year, full-time.
• María Blanca Merino de la Torre, technical advisor, decree RPTPL-00509-2026, of October 21, 2026, 46,581.64 euros per year, full-time.
• Susana González Pérez, technical advisor, decree RPTPL-00507-2026, of October 21, 2026, 46,581.64 euros per year, full-time.

Together, the three appointments commit 139,744.92 euros annually in remuneration, according to the figures published in the provincial gazette.

Positions of trust and discretionary dismissal

The edict recalls the legal regime of this category of personnel. The dismissal of temporary staff “shall be discretionary” and will take place, in any case, when the cessation or expiration of the mandate of the authority to whom the function of trust or advisory is provided occurs. These are, therefore, positions linked to the tenure of the person who appoints them and not structural public employment.

The text adds two relevant limits: the status of temporary staff may not constitute merit for access to the Public Service nor for internal promotion. The general regime for career civil servants shall be applicable to temporary staff, insofar as it is appropriate to the nature of their status.

The publication is completed with the mandate that the relevant notifications be served to the designated persons, in accordance with the usual procedure for these personnel decrees.

Impact

The dissemination of these three appointments makes it possible to know, by name, decree, and remuneration, who occupies the technical advisory positions of the Provincial Council and at what annual cost. Since these are trusted personnel without merit for the administrative career and whose termination is linked to the mandate of the assisted authority, the information published in the provincial bulletin is the primary mechanism of citizen control over this type of designation, which does not undergo open selection processes.
