Burgos Provincial Council announces 2.6 million for municipalities of up to 1,000 inhabitants

The Provincial Council of Burgos has early called for the Territorial Cohesion Fund grants for 2026, with execution in the 2027 financial year, aimed at municipalities in the province with a population equal to or less than 1,000 inhabitants. The call was approved by the Governing Board of the provincial institution on August 28, 2026, and is published in the Official Gazette of the Province of Burgos number 177, dated September 17, 2026, with the reference BOPBUR-2026-03861 and the identification BDNS 928135.

The measure is supported by articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Law on Subsidies, and the regulatory bases established by Order PRE/804/2022, of June 30, published in the BOCYL number 129, of July 6, 2022. The abstract refers to the full text available in the National Database of Subsidies and in the “grants and subsidies” section of the Provincial Council of Burgos website.

The announcement is signed by the secretary general, José Luis M.ª González de Miguel, in Burgos, on September 7, 2026, and occupies pages 3 to 5 of the gazette, within section III, Local Administration, under the Cooperation and Provincial Plans Service.

An investment of 2.64 million with three contributions

The programmed initial investment amounts to 2,644,824.76 euros, divided into three funding channels:

• 1,322,412.38 euros from the regional contribution, equivalent to the maximum 50% subsidy from the Regional Government of Castilla y León.
• 661,207.08 euros as a global contribution from the beneficiary city councils, with a minimum of 25% of the planned initial investment.
• 661,205.30 euros as a contribution from the Provincial Council of Burgos, as the remainder of the subsidy.

The objective is to finance investments in infrastructure and equipment for minimum and mandatory municipal services, as well as other public services under local jurisdiction.

What can be financed and what is excluded

The call expressly excludes sector-specific actions, which cannot apply for these grants:

• Social and welfare services.
• Healthcare, especially local medical clinics.
• Education: Early Childhood, Primary, and Special Education centers.
• Cemeteries.
• Investments in historical heritage.
• Public housing.
• Local Police.
• Tourism: tourism offices and tourism infrastructure.
• Cultural infrastructure and equipment: museums, exhibition halls, and libraries.
• Sports facilities.

Expenses detailed in article 4.2, letters a and b), of Order PRE/804/2022 will also not be eligible for subsidies.

One month to apply and until December 2027 to justify

The application period is one month from the publication of the summary in the Official Gazette of the Province of Burgos. Processing is exclusively electronic, via the electronic office of the Provincial Council of Burgos, and requires the submission of all annexes without delay, particularly the accountability certificate, for which no extension is permitted:

• Annex I: individual investment application.
• Annex II: summary sheet of applications submitted.
• Annex III: certificate of investment approval and allocation of sufficient credit or commitment of allocation.
• Annex IV: accountability certificate.
• Annex V: responsible declaration.

The subsequent calendar establishes three milestones: before March 31, 2027, city councils must submit the graphic and location proposal for the signage; until June 30, 2027, they must certify the awarding of projects or the direct execution resolution via Annex VI; and by December 30, 2027, investments must be executed, certified, and justified with Annex VII.

The Directorate of Local Administration of the Ministry of the Presidency of the Regional Government of Castilla y León will verify that the submitted projects meet the requirements of the regulatory bases and will communicate its approval. Failure to comply with the justification deadlines triggers the grading criteria provided for in Order PRE/217/2024, of March 13, which amends Article 6 bis of Order IYJ/1747/2010, of December 24, and repeals Article 16 of Order PRE/804/2022, with the possible loss of the right to payment and reimbursement in accordance with Article 28.7 of the latter.

The early call provides rural city councils in the province with a closed financial framework nearly a year in advance, allowing them to plan works and equipment before closing their budgets. For municipalities of up to 1,000 inhabitants, with limited own investment capacity, the program covers up to 75% of the cost through contributions from the Regional Government of Castilla y León and the Provincial Council of Burgos, provided that the application is formalized within the one-month period opened by this publication.
