Diputación anticipa el 100% de los 20 millones de Más Sevilla Turístico

The Plenary of the Provincial Council of Seville approved on September 24, 2026, the modification of the regulatory bases and the call for the Más Sevilla Turístico 2026 program, which will now pay 100% of the grant in advance instead of a split payment of 50%. The agreement is published in the Official Gazette of the Province of Seville (Boletín Oficial de la Provincia de Sevilla) No. 191, dated October 1, 2026, with the reference BOP-SE-2026-191004 and an extract with the reference BOP-SE-2026-191005. The call distributes 20,000,000 euros provided entirely by the provincial institution.

The original bases were approved by the Plenary in an ordinary session on May 28, 2026, within Line 10 of Grants of the Concertation Area, with the aim of encouraging investments by local entities intended to boost sustainable tourism as a strategic sector of the Sevillian economy. The modification affects only Base 5 and leaves the rest of the terms, valuation criteria, scoring scales, and access requirements unchanged, as the application period had closed.

The recipients are the city councils and autonomous local entities of the province, with two express exclusions: Seville city and the city councils that were beneficiaries of the 2025 call.

100% Advance Payment

The text justifies the change based on the need to exercise with maximum efficiency the competence of economic assistance and cooperation to municipalities, especially those with lower economic and management capacity, and to prevent beneficiaries from having to resort to their own funds or treasury operations to execute the subsidized actions. 100% of the amount will be paid upon the final grant agreement in the 2026 fiscal year, subject to the presentation of certificates proving they are up to date with the State Tax Administration Agency and the General Treasury of the Social Security, which may be replaced by a responsible declaration in accordance with articles 24.6 and 25 of Royal Decree 887/2006, of July 21. The payments will be considered advance payments to be justified according to base 20.

20 Million and Budgetary Applications

The total amount of the call amounts to 20,000,000.00 euros, with the following distribution in the 2026 budget:

  • 2204-43218-76200 (project 26p22004): 9,750,000.00 euros for city councils.
  • 2204-43218-76200 (project 26p22100): 9,750,000.00 euros for city councils.
  • 2204-43218-76800 (project 26p22004): 250,000.00 euros for autonomous local entities.
  • 2204-43218-76800 (project 26p22100): 250,000.00 euros for autonomous local entities.

The agreement authorizes an expenditure increase of 10,000,000 euros compared to the amount initially approved in May, through the budget modification file SUPE No. 07/2026, initially approved by the Plenary on July 31, 2026, and made final upon its publication in BOP No. 168, dated August 31. The annulment of the multi-annual expenditure code GP2600132 is also requested, and it is noted that Resolution No. 5533/2026, dated August 5, updated the Strategic Grant Plan of the Concertation Area 2024-2027.

Credit reserve and appeal process

If either of the two applications (one for city councils and another for autonomous local entities) presents an excess of credit, it may be readjusted without the need for a new call, provided that the total amount is available before the approval of the final grant agreement. Applications that cannot be fulfilled due to insufficient credit and meet all requirements will be placed on a reserve list ordered by the score obtained. The file indicates that no applications submitted by autonomous local entities have been recorded.

The extract, numbered 221910 and BDNS 912176, is signed in Seville on September 29, 2026, by the president Francisco Javier Fernández de Los Ríos. Against the agreement, which exhausts administrative remedies, an optional appeal for reversal may be filed within one month before the Plenary, or a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Section of the Court of First Instance of Seville.

The modification arrives after the application period has already closed and without altering the competition rules; therefore, its practical effect is financial: the selected municipalities and autonomous local entities will receive the full grant upon the resolution of the award in 2026, instead of waiting until 2027 for the second installment. For city councils with lower economic and management capacity, the full advance eliminates the need to advance their own funds or resort to treasury operations, which shortens the execution deadlines for the planned tourism investments.
