DGAC approves seventh edition of the aviation safety quality control program

The General Directorate of Civil Aeronautics (DGAC) of Chile approved the seventh edition of the National Civil Aviation Security Quality Control Program (PNCCSAC), through exempt resolution No. 04/3/0085/1646, signed in Santiago on July 10, 2026. The regulation, published in the Official Gazette of the Republic of Chile No. 44,533 on Tuesday, August 25, 2026 (CVE 2854250), repeals exempt resolution No. 999 of October 7, 2019, which had approved the sixth edition of the program.

The text was signed by Air Brigade General Humberto Fernández Pittari, Director General of Civil Aeronautics, and falls within the regulatory powers granted to the aeronautical authority by Law No. 16,752 of 1968 and the Aeronautical Code (Law No. 18,916). The program is supported by Regulation DAR 17 (Supreme Decree No. 63 of 2008), which mandates the existence of a quality control system to safeguard civil aviation against acts of unlawful interference, in line with the criteria of the International Civil Aviation Organization (ICAO).

Scope of the new program

The purpose of the PNCCSAC is to periodically verify the compliance and effectiveness of the National Civil Aviation Security Program (PNSAC) and associated programs, such as the training program (PNISAC) and the air cargo security program (PNSCA). Its application extends to a wide range of external and internal entities:

• Commercial air transport aircraft operators and service companies.
• Aerodrome terminal operators and fixed-base operators (FBO).
• Private security services in aeronautical facilities and accredited cargo agents.
• Mail companies, in-flight catering companies, and armored transport companies (ETV).
• Instructors and training centers certified by the DGAC.
• Internal departments of the DGAC, airports, and aerodromes with commercial operations.

Oversight and Surveillance

The examining entities will be the Internal Audit Department (DAI) and the Department of Aerodromes and Aeronautical Services (DASA), within their respective areas of competence. The program includes audits, inspections, and security tests, as well as the development of an annual continuous surveillance plan based on risk assessments.

• The DAI will implement the national surveillance system according to ICAO criteria.
• The execution of audits, inspections, and security tests for the affected entities will be arranged.
• The competencies and certifications of personnel assigned to security functions will be verified.
• Non-compliance will be reported according to the procedures of the Legal Department, Infraction Section.

Security measures and closure

The program incorporates security measures for passengers, baggage, cargo, and mail, including the protection of the secure supply chain, the control of in-flight catering, and the mitigation of high-risk threats, in addition to provisions on cybersecurity. The update seeks to detect non-compliances, deviations, and failures to implement the necessary corrective actions.

For passengers and the industry, the new edition reinforces state supervision over airlines, airports, and cargo operators, raising the aviation security inspection standards in Chile and aligning them with the international requirements of the ICAO.
