Call for urban planning grants in Cantabria declared void

The Ministry of Development, Housing, Territorial Planning and Environment of the Government of Cantabria has declared the 2026 call for grants intended to finance the drafting of urban planning and Rural Development Areas by city councils to be void. The decision, adopted by a resolution signed on September 7, 2026, is published in the Official Gazette of Cantabria number 177, dated September 14, 2026, with reference CVE-2026-7131.

The call was governed by Order FOM/06/2026, of June 8, the summary of which was published in the Official Gazette of Cantabria number 113, on Monday, June 15, 2026. According to the fifth section of said summary, city councils had a period of one month from the date of publication to submit their applications.

A call without applicants

After the established deadline had passed, the administration noted that no applications had been submitted by the city councils of Cantabria. Given this situation, and in accordance with the eighth section of the call order, the technical report from the Sub-directorate General of Urbanism and the proposal from the Directorate General of Urbanism and Territorial Planning were issued, which supported the declaration of the call as void.

The resolution, signed by Minister Roberto Media Sainz, agrees upon two measures:

To declare the 2026 call for granting subsidies regarding the drafting of urban planning and Rural Development Areas void.
To annul the approved expenditure authorization, amounting to 160,000.00 euros, charged to budget application 04.05.261N.761 of the Budgets of the Autonomous Community of Cantabria for 2026, releasing the corresponding credit.

Appeals and channels for challenge

The resolution concludes the administrative process. Against it, interested parties may file:

An optional appeal for reversal (recurso de reposición) before the same body that issued it, within one month from the day following its notification, pursuant to Article 149 of Law 5/2018, of November 22, on the Legal Regime of the Government, Administration, and Public Sector of Cantabria.
A contentious-administrative appeal, directly, within two months from the day following its notification.

Impact on municipal development

The lack of applications leaves an economic support line unexecuted, which was designed to enable small municipalities to undertake the drafting of their urban planning instruments and the promotion of Rural Development Areas. The released credit is once again available for other budgetary needs, but the absence of demand highlights the difficulties city councils face in undertaking these processes, which may delay urban planning and territorial development in a large part of the region.
