Tara photovoltaic park in Tauste dismissed and its file archived

The General Directorate of Energy Policy and Mines has dismissed the application from Energía Inagotable de Tara, S.L. for the prior administrative authorization of the “Tara” solar photovoltaic park, with an installed capacity of 23.7 MW, located in the municipality of Tauste (Zaragoza), and has agreed to archive file PFot-753. The resolution, signed in Madrid on August 31, 2026, by the Director General Manuel García Hernández, is published in the Official Gazette of La Rioja number 176, dated September 14, 2026, within section III (Other provisions and acts), with reference BOR-A-20260914-III–3493.

The project, requested on July 27, 2021, contemplated a plant of 25.69 MWp/23.70 MWn and an associated evacuation infrastructure running through the provinces of Zaragoza, Navarra, La Rioja, Álava, and Burgos, which established state jurisdiction for its authorization pursuant to article 3.13 of Law 24/2013, of December 26, on the Electricity Sector.

A file processed alongside the Umiko park

The application was admitted for processing and, by agreement on August 10, 2021, the joint processing of the Tara and Umiko photovoltaic parks and their evacuation infrastructures was accumulated under file PFot-752AC. On June 5, 2025, it was agreed to decouple both projects, with the Tara procedure moving to be processed under code PFot-753.

The evacuation infrastructure associated with the project included:

• LAAT 220 kV SET Tauste J2 - SET Fréscano 220/400 kV
• SET Fréscano 400/220 kV
• LAAT 400 kV SET Fréscano - SET Promotores Jundiz 400/220 kV
• SET Promotores Jundiz 400/220 kV
• Overhead-underground line 220 kV to the SET Jundiz 220 kV (REE)

Expiration of access and connection permits

The project obtained grid access permits through the Grid Access Feasibility Report (IVA) at the Jundiz 220 kV substation, owned by Red Eléctrica de España, S.A.U. However, the expiration of the access and connection permits occurred on October 29, 2023, as the Favorable Environmental Impact Statement was not obtained within the deadline, pursuant to article 1 of Royal Decree-Law 23/2020, of June 23. Red Eléctrica de España communicated said expiration via a document registered on December 19, 2023.

The General Directorate of Environmental Quality and Evaluation had formulated the environmental impact statement for the project on November 24, 2023, published in the BOE with reference BOE-A-2025-1551. After the hearing process was granted on June 13, 2025, with no response from the promoter within fifteen business days, Energía Inagotable de Tara, S.L. requested the archiving of file PFot-753 on June 29, 2026.

Regulatory framework and appeals

The resolution is based on Law 24/2013, Royal Decree 1955/2000, Law 21/2013 on environmental assessment, Law 39/2015 on Common Administrative Procedure, and Royal Decree 1183/2020 on access and connection to the networks. An administrative appeal (recurso de alzada) may be filed against the resolution, which does not exhaust administrative remedies, before the holder of the Secretary of State for Energy within one month of its publication in the Official State Gazette.

The dismissal of the Tara park represents a new setback for photovoltaic generation in the Ebro axis, with territorial impact in five provinces and on the evacuation capacity to the transmission grid. The archiving of the file nullifies a 23.7 MW project and reinforces the requirement to meet the administrative milestones for access and connection within the deadlines established by energy regulations.
