The international tender for reagents from the Central Health Laboratory has been declared void
Por FactBox Admin

The Government has declared void the international public tender for the supply of physicochemical, chromatography, trichinella, and microbiology reagents, as well as general consumables and laboratory gases, for the Central Public Health Laboratory of the Ministry of Health. The executive agreement is dated October 28, 2026, and is published in the Official Bulletin of the Principality of Andorra (BOPA) no. 125, of November 4, 2026, within the Tenders and Auctions section. The official text is the Edict of 10-28-2026, signed by the head of Government, Xavier Espot Zamora, in Andorra la Vella.
The tender, which now remains unawarded, had been published in BOPA no. 100, of September 2, 2026, and was processed under administrative file number 34106178 / 260127853 (Platform). The body managing the file is the Ministry of Health, owner of the country’s reference laboratory for health surveillance. The declaration of void therefore closes a procedure opened just over two months ago and leaves the supply pending resolution via contractual means.
What the contract was intended to cover
The tender covered a package of laboratory materials divided into six supply lines:
- Physicochemical reagents.
- Chromatography reagents.
- Reagents for trichinella analysis.
- Microbiology reagents.
- General laboratory consumables.
- Laboratory gases.
The stated object of the edict is, verbatim, the “declaration of void tender,” and the result recorded in the fifth point of the publication is that the tender “remains void.” The document does not identify the bidders who applied, nor the number of offers received, nor the tender amount.
Neither reasons nor a new call
The edict does not explain the causes for the voiding nor introduce any evaluation elements regarding the offers submitted. Nor does it announce a new call, a new submission deadline, or an alternative supply calendar, meaning that the continuity of the supply of reagents and gases for the laboratory remains in the hands of a future tender or another contractual instrument that the published text does not detail.
The publication is limited to recording the result of the procedure and opening the path for appeal, without any other information regarding the budgetary impact or the volume of material affected.
One month to appeal before the Government
The final part of the edict sets the conditions for defense against the decision, with the following regulatory references:
- Deadline of one month, starting from the notification of the act, to file an administrative appeal before the Government.
- Legal basis of the appeal: article 129 of Law 14/2023, of July 3, consolidated text of the Administration Code.
- Effects of the filing: according to articles 52 and 135 of the same Administration Code, the appeal does not suspend the execution of the contested act.
The declaration is made public “for general knowledge”, according to the usual closing formula of government edicts.
Why it is relevant
The Central Public Health Laboratory is the analytical piece upon which the microbiology, physicochemical, and trichinella detection controls that support the country’s health surveillance rest, and the voided tender covered precisely these reagents, the consumables, and the gases that make the equipment operate. The fact that the procedure remains empty forces the Ministry of Health to reprogram the supply of critical material, without the edict publishing deadlines or alternatives. For sector operators and health services, the supply calendar remains open until a new tender is published in the BOPA.
