Deniegan el centro de transformación de las fotovoltaicas Murillo I y II

The General Directorate of Business, Energy and Internationalization of the Government of La Rioja has denied the administrative authorization for the transformation center planned for the Murillo I and Murillo II photovoltaic plants, in the municipality of Murillo de Río Leza. The decision is formalized in Resolution 1168/2026, dated September 30, published in the Official Gazette of La Rioja (BOR) no. 191 on Monday, October 5, 2026, and concludes the processing procedure for file AT/2548501.

The resolution is issued in application of Law 24/2013, of December 26, on the Electricity Sector, and Royal Decree 1955/2000, of December 1, which regulates the authorization procedures for electrical energy installations, along with the technical regulations for high and low voltage and Decree 32/1998, of April 30, on the protection of avifauna. The acting body exercises its powers in accordance with Decree 15/2025, of March 11, on the organic structure of the Department of Economy, Innovation, Business and Self-Employment.

A request from I-DE Redes Eléctricas Inteligentes

The file began on March 24, 2026, when I-DE Redes Eléctricas Inteligentes, S.A.U. (NIF A95075578), as the holder, requested the administrative authorization of the project. The planned location was Murillo de Río Leza and the declared purpose was electrical distribution.

The public information announcement of the request for prior administrative and construction authorization was published on April 20, 2026, in BOR no. 73.

Technical characteristics of the transformation center

The project included the following installations:

  • Transformation center inside a prefabricated concrete building.
  • SF6 switchgear group with an operating scheme of 4L+1P (four line positions and one protection position).
  • Double underground supply line (outbound and return), originating at pole no. 546 and ending at the transformation center.
  • HEPRZ1-12/20 kV type conductor with a section of 3(1x240) mm², under a piped conduit 22 meters in length.
  • Adaptation of pole 546 of the Jubera-Agoncillo 13.2 kV line for sectioning and the transition from overhead to underground.

Annulment of access and hearing process

On August 4, 2026, Resolutions 971/2026 and 972/2026 from the same General Directorate were published in BOR no. 147, which had already denied the administrative authorizations for the Murillo I and Murillo II photovoltaic parks and their evacuation infrastructure (AT/25485 and AT/25486).

On August 21, 2026, a hearing process was granted to the holder, in accordance with Article 82 of Law 39/2015, of October 1, on the Common Administrative Procedure. During this process, I-DE Redes Eléctricas Inteligentes, S.A.U. communicated that the promoters Annapurna Solar, S.L. and Marconi Solar, S.L. had requested the annulment of the access and connection requests linked to the project.

Effects of the resolution and appeal process

The single agreement denies the administrative authorization and terminates the procedure, with the effects provided for in Article 84 of Law 39/2015. Against the resolution, which does not exhaust the administrative route, an appeal for reversal (recurso de alzada) may be filed before the Minister of Economy, Innovation, Enterprise and Self-Employment within one month from the day following its notification or publication in the BOR, according to Articles 121 and 122 of Law 39/2015 and Article 52 of Law 4/2005, of June 1. The document was signed in Logroño on September 30, 2026, by the general director, Amadeo Lázaro Fernández.

The closure of file AT/2548501 confirms the effective withdrawal of the photovoltaic projects Murillo I and Murillo II in Murillo de Río Leza: without access or connection requested by the promoters, the associated evacuation infrastructure becomes obsolete and the municipality will not host the planned installations.
