Decree No. 678, which reforms the Transitory Law for the Stabilization of Tariffs for Collective and Mass Public Passenger Transport Services, was published in the Official Gazette No. 180, Volume 452, corresponding to Tuesday, September 29, 2026. The regulation was sanctioned on that same day at the Presidential House by President Nayib Armando Bukele Ortez and by the Minister of Public Works and Transport, Edgar Romeo Rodríguez Herrera. The text appears in the Legislative Branch section, on pages 3 and 4 of the issue.

Publication and location in the issue

The decree heads the summary of issue 180 under the label Legislative Branch, indicating pages 3-4, ahead of the other official acts of the day. The issue is directed by Oswaldo Stanley Morales Hidalgo, director of the Official Gazette, and its publication is processed by direct transcription from the original by the National Printing Office, according to the notice that opens the bulletin itself.

The reform is part of the block of provisions that the Legislative Branch sends to the Executive Branch for sanction and subsequent publication, a process that in this case was completed on the same September 29, 2026, with the endorsement of the Public Works and Transport sector.

Who signs the reform

The decree bears the signatures of the full board of the Legislative Assembly and the Executive Branch:

  • Ernesto Alfredo Castro Aldana, president.
  • Suecy Beverley Callejas Estrada, first vice president.
  • Katheryn Alexia Rivas González, second vice president.

Scope of the published information

The official title of Decree No. 678 specifies the object of the reform: the Transitory Law for the Stabilization of Tariffs for Collective and Mass Public Passenger Transport Services, that is, the framework that sets and maintains the tariffs for collective and mass passenger transport.

The published transcription of the decree does not reproduce the articles of the reform, therefore, in this edition, it is not possible to detail tariff amounts, validity periods, or adjustment formulas. The verifiable data in the bulletin are the decree number, its title, the issuing body, the signing authorities, and its location on pages 3 and 4 of the Official Gazette No. 180, Volume 452.

The matter directly affects two groups: the users of collective and mass transport, who pay the fare, and the transporters, who operate the routes under the stabilized tariff regime. Any modification to the tariff scheme translates to the pockets of both.

The publication in the Official Gazette is the act that provides legal certainty and a definitive date to the reform, and marks the point from which operators and users can know its full content and demand its application. For readers, the relevant piece of information is that the discussion regarding the cost of the fare returns to the normative forefront and that the full text of Decree No. 678 is already available for consultation in the issue dated September 29, 2026.
