Daniel Rey López, novo primeiro tenente de alcalde de Barbadás

The mayor of Barbadás, Xosé Carlos Valcárcel Doval, signed on October 7, 2026, Decree no. 2026-2112, by which he delegates broad powers to councilor Daniel Rey López and appoints him as first deputy mayor and member of the Local Government Board. The resolution is published in the Official Gazette of the Province of Ourense on November 6, 2026, in section IV of local entities, with registration R. 2.572. The text appears signed in Barbadás on October 23, 2026, by the same municipal authority.

The publication responds to the obligation established in article 44 of Legislative Royal Decree 2568/1986, of November 28, which approves the Regulation on the organization, functioning, and legal regime of local entities, which requires official publicity for the delegations of powers agreed upon by local government bodies. The decree is thus inserted into the habitual practice of recording any transfer of attributions within the council in the provincial gazette.

According to the document, these are “generic” delegations “without resolving powers.” The councilor assumes the creation of concrete proposals, the technical direction of the personnel assigned to the services, and the administrative processing of the procedures in his area, including contracting and subsidies. The powers of resolution and the adoption of administrative acts always remain in the hands of the competent bodies of the Corporation: the mayor, the Plenary, and the Local Government Board. Likewise, functions not expressly delegated continue to correspond to the mayor.

Urbanism, social services, and management of public services

The decree concentrates the coordination of a broad block of areas in a single councilor, which are detailed in the official text:

  • Urban Planning: territorial planning and urbanism, social housing and rehabilitation, municipal licenses, registries and technical inspections, urban discipline, ruins and territorial protection, municipal heritage and patrimonial liability, including sanctioning powers.
  • Social Affairs: basic and specific community social services and their facilities, Home Help Service and any integration or social and socio-labor care program.
  • Equality and Health: Women, including the Women’s Information Center, equality policies, sanitary prevention and public health, as well as the policies of Law 11/2010, of December 17, on the prevention of alcoholic beverage consumption by minors, including sanctioning powers.
  • Public Services: waste collection, water supply and sewage network.
  • Roads, Works and Infrastructure: coordination of municipal repair and maintenance brigades and the execution of construction and conservation works.
  • Parks, Gardens and Green Areas, with coordination of the corresponding brigades.
  • Environment: feline colonies, application of Law 4/2017, of October 3, on the protection and welfare of companion animals in Galicia, Drought Plan, control of uncontrolled spills, abandoned vehicles, polluting substances and riverbeds.
  • Mobility: Baccalaureate transport, road passenger transport and taxi licenses.
  • Local Police Coordination and festivities coordination.

Emergencies and fight against forest fires

The second large delegated block focuses on territorial protection and security:

  • Civil Protection, interventions in natural disasters, rains or floods and drills.
  • Forestry Guard: control and supervision of plot cleaning and management of biomass strips in rustic and urban land.
  • Prevention and defense against forest fires, in accordance with Law 3/2007, of April 9, and the development regulations and municipal ordinances.
  • Fire prevention and extinction plan and execution of the Fire Prevention Agreement, in coordination with the technical supervision of the Deputy Mayor’s Office.

In all cases, the councilor will assume permanent assistance to the mayor in the matters of their area, will sign certifications of the delegation’s matters with approval, will authorize and arrange expenses charged to the credits included therein and will resolve requests for access to information made by members of the Corporation.

Deputy Mayor’s Office, Governing Board and remuneration

The decree is completed with three organic provisions:

  • Appointment of Daniel Rey López as first deputy mayor of the Concello de Barbadás.
  • Designation as a member of the Local Government Board in his capacity as first deputy mayor.
  • Assignment of the remuneration corresponding to the position of Deputy Mayor with Delegated Department, in accordance with the plenary agreement of November 3, 2025, which modified the Plenary organization agreement of July 7, 2023, regarding positions under exclusive and partial dedication regimes and their economic remunerations.

The decision comes after the council had already published other decrees in recent months delegating mayoral functions to deputy mayors due to absence or for specific acts, confirming that the figure of the deputy mayor is fully operational within the municipal organization.

Impact for the residents

The concentration of urban planning, social services, water, waste, Local Police, and fire prevention in a single delegated councilor makes Daniel Rey López the main point of contact for daily municipal management in Barbadás, although the final decision-making power remains with the mayor and the collegiate bodies. For the residents, the decree clarifies who directs the areas that most affect daily life —licenses, home assistance, supply, and security— and makes public his remuneration for dedication according to the current plenary agreement.
