Czech Republic Adopts WADA 2025 Prohibited List of Doping Substances

The Czech Republic has formally adopted the 2025 edition of the World Anti-Doping Agency’s Prohibited List, the binding catalogue of substances and methods banned in sport. The Ministry of Foreign Affairs announced the new Annex I of the UNESCO International Convention against Doping in Sport in a notice published in Sbírka zákonů as 163/2026 Sb., which entered into force for the Czech Republic on 15 September 2025.

The list was approved by the UNESCO Director-General on 15 November 2024. The Parliament of the Czech Republic gave its consent and the President of the Republic signed the instrument of acceptance, after which the new Annex entered into force on 1 January 2025 under Article 34(3) of the Convention. It replaces the 2024 Annex, which had applied in the Czech Republic since 18 June 2024 and was published under 19/2025 Sb. The English text and its Czech translation are published simultaneously.

What the list covers

The Prohibited List is a mandatory International Standard within the World Anti-Doping Programme, revised every year by WADA after an extensive consultation process. It applies both in-competition and out-of-competition, and distinguishes between “specific” and “non-specific” substances, which carry different sanctioning consequences under the World Anti-Doping Code.

  • S0 unapproved substances (e.g. BPC-157, 2,4-dinitrophenol, troponin activators such as reldesemtiv and tirasemtiv)
  • S1 anabolic agents, including anabolic-androgenic steroids and other agents such as clenbuterol and SARMs
  • S2 peptide hormones, growth factors and related substances, including EPOs and growth-hormone secretagogues
  • S3 beta-2 agonists, S4 hormone and metabolic modulators, S5 diuretics and masking agents
  • S6 stimulants, S7 narcotics, S8 cannabinoids, S9 glucocorticoids, and P1 beta-blockers
  • Prohibited methods M1 (blood manipulation), M2 (chemical and physical manipulation) and M3 (gene and cell doping)

Addictive substances and thresholds

The list designates as “addictive substances” those frequently abused in society outside sport: cocaine, diamorphine (heroin), MDMA (“ecstasy”) and tetrahydrocannabinol (THC). Several substances are only prohibited above set urinary thresholds, including cathine (5 µg/ml), pseudoephedrine (150 µg/ml) and ephedrine (10 µg/ml). Inhaled asthma medications such as salbutamol, formoterol, salmeterol and vilanterol remain permitted within defined daily dose limits.

Who is affected

The notice concerns every athlete and sports organisation operating under Czech jurisdiction, since the list applies both in-competition and out-of-competition. The document was signed on behalf of the Minister by Mgr. Šlais, Director-General of the Legal and Consular Section. The official text is maintained by WADA and published in English and French, with the English version prevailing in case of discrepancies.

For Czech athletes, coaches and federations, the new list means updated obligations on permitted medications, therapeutic-use exemptions and monitoring of substances such as bupropion, caffeine and nicotine, which are tracked under the 2025 Monitoring Programme rather than prohibited. The publication in Sbírka zákonů gives the 2025 list binding legal force in the Czech Republic, aligning national anti-doping rules with the international standard.
