Culture distributes 400,000 euros among 23 short films and rejects a hundred
Por FactBox Admin

The Regional Ministry of Culture, Tourism and Sport of the Community of Madrid has resolved the 2026 call for short film production grants: 23 projects receive a total of 400,000 euros, and the remaining applications have been rejected. The decision is formalized in Order 1930/2026, of October 14, signed by the regional minister Mariano de Paco Serrano, and published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID no. 258, of October 28, 2026, in section I.C (other provisions), entering into force the day following its publication.
A multi-annual framework of 400,000 euros
The grants are based on the regulatory bases approved by Order 828/2021, of August 7, and the call developed by Order 412/2026, of March 9, which is multi-annual in nature with a maximum amount of 400,000 euros: 200,000 euros charged to 2026 and 200,000 to 2027. The summary was published on March 19, 2026, and the correction of errors regarding the objective and amount on April 1, 2026 (OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID no. 77).
The instruction was the responsibility of the Directorate General of Culture and Creative Industries. The Sectoral Commission for Cinema and Audiovisual of the Culture Council of the Community of Madrid formulated the provisional resolution proposal on July 24, 2026, which was published on the Electronic Office with ten business days for allegations. The allegations submitted were rejected, and the proposal was elevated to final. The deadline for resolution had been previously extended via Order 1707/2026, of September 8.
The expenditure is allocated to sub-concept 47399 of program 334A of the regional budget, and the grants are subject to the de minimis regime of Commission Regulation (EU) 2023/2831.
The 23 beneficiaries and the highest-scoring projects
Annex I lists the beneficiaries, their projects, the submitted budget, the score, and the amount granted, totaling exactly 400,000 euros. The largest allocations are:
- OTTOM IDEAS, SL (Moosika): 24,000 euros, with 74.00 points on a budget of 120,000 euros.
- EL GUIRI STUDIOS, SL (Sandcastles): 21,000 euros, 69.67 points.
- SHIFT DIF SL (Hoy leo se ha despertado en una cama medio vacía), DOS CINCUENTA Y NUEVE, SL (Help), AVALON PRODUCTORA CINEMATOGRÁFICA, SL (El cuerpo en cuestión), SOLITA FILMS, SL (Una broma), RUIDO BLANCO CINE S.L (Última noche en Venus), ESTELA FILMS, SL (Unionistas), FILMAKERS MONKEYS, SL (Pater), SONIDO CREMA SLL (Terrores nocturnos) and CAPITÁN ARAÑA, SL (Plastic Utensils): 19,200 euros each.
- THE CATHEDRAL MEDIA PRODUCTIONS S.L.U. (Under the Lake): 14,633.10 euros, with 81.00 points, the highest rating in the annex.
- ZONA CIELO, SL (Higinia y Manuela): 12,000 euros, the lowest amount on the list.
Beneficiaries also include individuals, such as DANIEL BORBUJO HERNANDO (Framed), with 16,800 euros, along with production companies such as CRETA PRODUCCIONES SL, VENUS PLUTÓN CINE, SL, MASA MADRE FILMS, SL, IMVAL MADRID, SL, ROSWELL PRODUCCIONES SL, APNEA FILMS, SL, WHITE LEAF PRODUCCIONES SL, SALON INDIEN FILMS, SL, and DVEIN FILMS, SL.
Annex II: a hundred projects excluded
Annex II dismisses the remaining applications for two specific reasons: the lack of available credit and failure to reach the minimum score to be a beneficiary. The first cause explains the majority of the exclusions, even for highly rated projects, such as LITEO PRODUCCIONES CINEMATOGRAFICAS, S.L. (La separación, 69.01 points), ESTUDIO ST PRODUCCIONES CINEMATOGRÁFICAS, SL (Versión española, 68.67), MARÍA SALGADO GISPERT (María, 68.67), LA TENIENTE URGEL, SLSU (Noche de Reyes, 68.66), and JOSE MARÍA MARTÍNEZ MOYA (Jardines, 68.34).
Falling below the scoring threshold are, among others, ISMAEL MILLÁN ZUMAJO (El incidente de la estación 203, 30.32 points) and MARTÍN GARCÍA RIZO (Las aventuras de Miniño, 32.34). MONTAUK CINEMA S.L., MERIDIONAL PRODUCCIONES, SL, COCHABAMBA FILMS SL, KABIRIA FILMS, SL, and LA MOLA FILMS, SL are also dismissed, all due to the exhaustion of credit.
Advance payment, control, and appeals
Payment will be made by transfer, with an advance of 50% of the aid following the award and accreditation of requirements, without the obligation to present guarantees or bonds. The total settlement will arrive upon justification of the fulfillment of the purpose, in accordance with Decree 62/2026, of July 22, on internal control of the General Comptroller of the Community of Madrid, and articles 8 and 10 of Law 2/1995, of March 8, on Subsidies of the Community of Madrid.
The order concludes the administrative process: a motion for reconsideration may be filed within one month before the same body or, directly, a contentious-administrative appeal within two months before the High Court of Justice of Madrid, counted from the day following publication.
For the Madrid audiovisual sector, the resolution confirms a highly concentrated financing map: demand comfortably exceeds the available credit, and projects with scores close to 69 are left without aid due to lack of funds. The distribution also establishes multi-year commitments until 2027 and leaves the bulk of the subsidies in the range of 19,200 euros per short film, with a maximum of 24,000 euros.
