Cubla fixes electric vehicle charging price at 0.30 euros

The Cubla City Council has definitively approved the Regulatory Ordinance for the Public Price for Electric Energy Supply at Municipal Charging Points, which sets the electric vehicle charging rate at €0.30/kWh at municipal-owned charging stations. The regulation, published in the Official Gazette of the Province of Teruel number 158, dated August 20, 2026, also establishes a sanctioning regime with fines ranging from 100 to 500 euros.

The ordinance, identified by number 2026-2475, was initially approved by the municipal Plenary in the session of April 27, 2026, and subjected to public consultation for thirty days through its publication in BOP number 113, dated June 17, 2026. As no objections were filed, the text was elevated to definitive status.

Regulatory Framework and Purpose

The regulation is issued under Article 49 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and Article 127 in relation to Articles 41 to 47 of Royal Legislative Decree 2/2004, of March 5, which approves the Recast Text of the Law Regulating Local Treasuries. Its purpose is to regulate the public price for the delivery of electric energy to users of electric propulsion vehicles charging at municipal points, as well as the rules for the use of the spaces and the public parking area.

Rate and Conditions of Use

The price is set based on the energy supplied, measured in kWh by the internal meter of the charging device, approved according to MID regulations. The rate is €0.30/kWh, regardless of the type and power of the connector.

Payment is made through enabled management platforms (mobile applications, contactless cards, or other secure means).
No payment letter or receipt is issued; the account charge serves as proof for the user.
Charging spaces, marked with a green background and electric vehicle logo, may only be occupied during charging, and the vehicle must be removed immediately upon completion.

Sanctioning Regime

The ordinance classifies infractions into three degrees, with the following fines:

Minor offenses: 100 euros (occupying a reserved space, failing to remove the vehicle thirty minutes after charging, failing to collect the cable or connector).
Serious offenses: 200 euros (delaying the charging of the next user, failing to remove the vehicle after more than three hours, negligently damaging the equipment).
Very serious offenses: 500 euros (completely preventing others from charging, theft or intentional damage to the equipment, fraudulent use of the service).

The competence to initiate and resolve the sanctioning procedure corresponds to the Mayor’s Office, following the initiation of the file in accordance with Law 39/2015, of October 1, on the Common Administrative Procedure. Pecuniary sanctions may benefit from the reductions provided for in current legislation.

Entry into force

The ordinance shall not enter into force until its full text is published and the period provided for in article 65.2 of Law 7/1985 has elapsed, remaining in force until its express modification or repeal. An administrative-law appeal may be filed against the agreement starting from the day following the publication of the announcement.

With this measure, Cubla provides itself with a clear and homogeneous framework for electric mobility in the municipality, offering users a stable public price and regulating the use of infrastructures that are consolidating as an additional municipal service. The ordinance provides legal certainty both to electric vehicle drivers and to the city council itself, which will be able to manage collection and sanction the improper use of charging spaces.
