Four subsidized rental homes for Horcajo de la Sierra

The Social Housing Agency of the Community of Madrid and the City Council of Horcajo de la Sierra-Aoslos have signed a collaboration agreement, dated July 28, 2026, for the construction of four Publicly Protected Housing units under a rental regime (VPPA) in the municipality of the Sierra Norte. The agreement, which provides for the tendering of the works for 581,659.29 euros (VAT included) and preferential allocation to registered residents, is published in the Official Gazette of the Community of Madrid number 206, of August 29, 2026 (official reference BOCM-20260829-10, file 03/12.803/26).

The agreement is signed by the Minister of Housing, Transport and Infrastructure and president of the Agency’s Board of Directors, Jorge Rodrigo Domínguez, and the mayor-president of the municipality, Antonella Diana Melano Resio. The agreement renews the collaboration initiated with the Framework Agreement of July 5, 2010, and the specific agreement of November 13, 2019, which has already expired, to ensure continuity in the promotion of protected housing in the town.

The plot and the object of the agreement

The houses will be built on an urban plot of 167 m² at Calle Real, no. 55, in the urban center of Aoslos, with cadastral reference 9851501VL4495S0001PZ, granted free of charge by the City Council to the Agency. The land, free of charges and encumbrances, is registered in the Property Registry of Torrelaguna (Volume 1446, Book 27, Folio 174, Estate 2514) and has a characteristic residential use.

  • The Agency will call for the tender of the works contract and will assume the promotion and construction.
  • The City Council will allocate the housing and formalize the lease agreements with the beneficiaries.
  • The execution period is four years from the signing, extendable upon municipal consent.

Financing and cost distribution

The total budget amounts to 581,659.29 euros, financed by the Agency from its budget (program 261B, sub-concept 62101 “Building Construction” and 62000 “Building Demolition”):

  • 554,633.34 euros for construction, distributed in annual installments for 2026 (€61,305.46), 2027 (€430,225.55), and 2028 (€63,102.33).
  • 27,025.95 euros for demolition and debris removal, which the City Council will reimburse without interest over a maximum of five annual installments.
  • The municipality will assume the urbanization of the plot: water, electricity, sanitation, and telecommunications connections, as well as roads and sidewalks.

Allocation requirements

The housing will be allocated among public housing applicants who meet the requirements of the agreement and the call for applications approved by the City Council:

  • Household income not exceeding 3 times the IPREM.
  • Minimum income not less than 1.5 times the IPREM.
  • Not being the owner of a home anywhere in the national territory.
  • Preferential allocation to people registered as residents in the municipality for at least 2 years.

The homes shall be intended as the habitual and permanent residence of the awardees, and their monitoring will be the responsibility of a commission composed of representatives from both parties.

Relevance for the municipality

The agreement consolidates the commitment of the Community of Madrid to protected housing in the Sierra Norte, an area with a scarce supply of affordable rentals. By prioritizing registered residents, the initiative seeks to stabilize the population in Horcajo de la Sierra-Aoslos and facilitate access to decent housing for the families of the municipality, within the framework of the social emergency housing stock regulated by Decree 52/2016, of May 31.
