Four companies adhere to consumer arbitration in Ceuta

The Ministry of Health and Social Services of the Autonomous City of Ceuta, led by Nabila Benzina Pavón, has granted adherence to the Consumer Arbitration System to four companies and professionals, according to decrees 597, 601, 602, and 603 published in the Official Gazette of the Autonomous City of Ceuta (BOCCE) number 6,646, dated August 25, 2026. With this decision, Ceuta’s consumers will be able to resolve their claims against these operators through the extrajudicial route of arbitration, without the need to go to court.
The requests were accepted by the Consumer Arbitration Board of the Autonomous City of Ceuta, which has registered them in its Official Diary under numbers 209, 211, 212, and 214, and their publication in the official gazette has been ordered.
Regulatory Framework
Adherence is processed under Royal Decree 713/2024, of July 23, which approves the Regulation governing the Consumer Arbitration System, which in articles 22 to 29 regulates the public offers of submission to the system. The framework is completed by Royal Decree 33/1999, regarding the transfer of functions in matters of consumer protection to Ceuta, and the Resolution of June 17, 2025, from the General Secretariat for Consumption and Gaming, which publishes the agreement with the Autonomous City for the development of arbitration within its territorial scope.
Adhered Companies
The four adhesions correspond to the following decrees:
- Decree 597 (p. 3259): adherence of Saludcare Ceuta S.L., with CIF B21706098, submitted by Antonio Pasamar Hernández; deed of incorporation dated March 17, 2025.
- Decree 601 (p. 3262): adherence of Alejandro Chaves Bermejo, with DNI 58**07*.
- Decree 602 (p. 3264): adherence of Gestimédica Gadir S.L., with CIF B11415304, submitted by Interservicios S.L., with deed of incorporation dated September 10, 1997.
- Decree 603 (p. 3266): adherence of Central Internacional de Servicios y Asesoramiento S.L. (Interservicios S.L.), with CIF B11950490.
Effects and Appeals
Adherence grants these entities the official badge of adhered companies and their inclusion in the corresponding census, meaning they are obliged to submit to consumer arbitration before the Arbitration Board of Ceuta. Against the resolutions, which exhaust the administrative route, an optional appeal for reversal may be filed within one month, or they may be challenged directly before the Contentious-Administrative Court of Ceuta within two months, in accordance with Law 39/2015.
Relevance for the Consumer
The expansion of the census of adhering companies reinforces the protection of consumers and users in Ceuta, who have access to an agile, free, and binding mechanism to resolve their claims without judicial costs. The incorporation of health and advisory service operators expands the coverage of the arbitration system in sectors of particular sensitivity for the citizenry.
